35. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

The Minutes of the meeting of the Panel held on 26 January 2005 were confirmed as a correct record and signed by the Chairman.

There were no Chairman's communications.
38. DEPUTATIONS
There were no deputations.
39. INDICATIVE MEDIUM TERM CAPITAL PROGRAMME 2006/07
The Panel considered the report of the Director of Environment (Item 5 in the Minute Book) on a possible Transport Capital Programme for 2006/07 taking into account the likely funding available and the emerging priorities for the new Local Transport Plan (LTP). The officers answered detailed questions from Members on the schemes listed in the appendices to the report and it was agreed that the words "and beyond" should be deleted from the heading on Appendix 2.
RESOLVED:
(i) That the Panel endorses the proposed draft programmes as submitted.
(ii) That a report be presented to an early future meeting on the bus card readers for concessionary fares as referred to under Item 4 of Appendix 1.
(iii) That the Basingstoke and Deane County Highway Management and Transport Advisory Panel be requested to consider a report on progress with regard to the Basingstoke Intelligent Transport System.
40. LOCAL TRANSPORT PLAN 2: PROBLEMS AND POTENTIAL SOLUTIONS
The Panel noted the report of the Director of Environment (Item 6 in the
Minute Book) on key problems to be addressed in the second Local Transport Plan.
The Director of Environment advised that at the end of the formal business a group workshop would be held to discuss aspects of the Local Transport Plan and asked Members to split into two groups: Basingstoke and Deane Borough Council Members and Officers; and Hart District and Rushmoor Borough Council Members and Officers; with the appropriate County Council Officer support facilitating discussion.
41. DATE, TIME AND VENUE FOR THE NEXT MEETING
The next meeting of the Panel would be held on Friday 10 June 2005 at 9.30 am in the Conference Room, Ashburton Court, The Castle, Winchester.
