1. Summary
1.1 This report covers the main programmes of traffic management work in the New Forest area in 2004/05 and 2005/06. These are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes and also the capital-funded rural traffic calming schemes promoted in partnership with Parish Councils.
2. Background
2.1 Under the revised agency agreements for traffic management, New Forest District Council has taken direct responsibility for certain traffic management functions throughout the District area on behalf of the County Council. These arrangements have been in operation since 1 January 2003.
2.2 As part of the agency arrangements, regular liaison meetings take place between officers of the County and District Councils to discuss proposed schemes and develop positive partnership arrangements.
3. Traffic Regulation Orders, Signing and Lining Schemes
3.1 Traffic management issues are raised in a number of ways, usually by Parish Councils, Local Borough or County Council Members or the public. The Police also raise issues of concern relating to congestion, parking problems or potential safety hazards. The schemes included in the 2004/05 programme are shown in Appendix 1 and include schemes being progressed by the County Council as well as the District Council. Schemes included in the list are, at this stage of the year, either operational or expected to be completed by the end of the financial year.
3.2 Schemes for the 2005/06 programme in the New Forest area are listed in Appendix 2. The programme is provisional at this stage, with scope to include additional schemes that may arise as a high priority. Schemes already in the programme are often subject to delay, modification or deletion as consultations progress, or where the TRO advertising procedure gives rise to objections. For the first time, the 2005/06 traffic management programme will be funded from the Capital Programme and will include the Parish Partnership Schemes. Overall funding levels will continue to support an extensive county-wide programme of schemes with scope for top-up funding on a priority basis to individual Traffic Management Agencies over and above the annual allocation.
3.3 The current 2004/05 programme and more significantly the planned 2005/06 programme includes work on preparing for decriminalised parking enforcement (DPE), ie the transfer of responsibility for the enforcement of on-street parking controls from the Police to District Councils. The firm target date for this is 1 January 2006. The process requires the verification of all parking TROs, including their signing and road markings, with amendments to TROs if necessary. A number of areas have been identified where a significant number of separate/partly revoked TROs are currently in force and where bringing them together would greatly benefit later enforcement and in the resolution of adjudication disputes. In these areas, consolidated TROs will be processed. During this process DPE is being given priority over other TRO work undertaken by the District Council.
4. Freight Traffic B3080/B3078/B3079 - Northern New Forest
Background
4.1 Following complaints to Wiltshire County Council by residents in the villages of Downton and Redlynch in Wiltshire, a Freight Quality Partnership (FQP) was established in 2001 to discuss and investigate ways in which to overcome the problems associated with freight traffic passing through the respective villages.
4.2 Due to the proximity of Downton and Redlynch to the Hampshire border, officers and Members of Hampshire County Council have been involved in the working groups for the Wiltshire FQP. Many of the issues the Wiltshire FQP has discussed, related closely to issues that also affect Parishes in Hampshire such as Godshill, Hale and Bramshaw. To date, the FQP has made little progress in terms of finding an effective solution in reducing the impact or number of heavy goods vehicles travelling through Downton and villages in Hampshire (B3080/B3078/B3079).
4.3 Consequently, an Officer Liaison Meeting was held between Wiltshire and Hampshire County Council Officers on 14th January 2005. A number of issues were raised and discussed and a preliminary outline for the way forward was recommended.
Preliminary Way Forward
4.4 It was agreed with Wiltshire County Council officers that the following steps would present a sensible way forward :
(i) That Hampshire and Wiltshire County Councils will review the advisory lorry route signing to ensure the strategic road network is promoted by all approaches for lorry traffic. Any improvements or changes will be made as necessary.
(ii) Voluntary agreements will be pursued between local operators (known to use the B3080/B3078/B3079 as through routes) and the respective County Councils. It is hoped that a degree of containment of lorries to the strategic road network (A338/A31/M27) can be achieved for the immediate term.
(iii) An area wide, origin and destination survey of HGV movements will be conducted (with co-corporation from Wiltshire County Council) in the spring to ascertain actual numbers/levels of lorries using the Forest roads as through routes. (Those vehicles accessing properties, public houses and businesses within the area would naturally be legitimate traffic and exempt from any restrictions). This data will aid further discussions envisaged to take part in mid-late May where a decision will be made as to whether an area wide lorry ban would prove effective.
Factors to be Considered
4.5 As part of future discussions, factors such as enforcement methods and frequency need to be investigated in liaison with Hampshire and Wiltshire Constabularies. Early indications suggest that enforcement of a lorry restriction would not take precedence over speed limits where there has been a history of accidents.
4.6 The impact of signage upon the Forest environment will also have to be discussed as part of this process. Consideration must be given towards protecting Forest verges (often over-run by lorries) against the visual impact of restriction signage. The National Park Authority (establishment team) and environment organisations are likely to have comments to make on this issue.
5. Parish Partnership Programme
5.1 Further progress has been made on those schemes already identified in the Parish Partnership programme within the New Forest District area. Appendix 3 includes those schemes expected to be completed in 2004/05 and Appendix 2 includes those schemes programmed for 2005/06.
Recommendations
1. That this report be noted; and
2. That the Executive Member for the Environment be advised that the approach set out in paragraph 4.4, items (i) to (iii), represents an acceptable way forward subject to the views of the meeting.
