LEGISLATION
The Transport Act 1986
Road Vehicles Construction And Use Regulations 1986 and Amendments
Both require users of vehicles to ensure that they do not permit a vehicle to be driven on the road in an unsound condition
Also covers the need to secure all loads attached to the vehicle i.e. ladders and equipment etc.
The Road Traffic Act 1988 And The Road Traffic Act 1991 (Amended)
This requires that regular inspections of vehicles must be carried out and authentic and detailed records kept on remedying defects.
Road Vehicles Lighting Regulations 1989
Requires that all lamps, including hazard warning lamps and reflectors, are kept clean and in good working order. Also covers restrictions on the use of certain lamps.
Also stipulates the range of positions of lamps and reflectors fixed to vehicles.
The Goods Vehicles (Operator's Licences, Qualifications and Fees) Goods Vehicles (Licensing of Operators) Regulations 1995
Requires proof that a high standard of vehicle maintenance will be provided by the applicant on the granting of an Operator's Licence.
Fire Brigade Fleets are exempt from the need to hold an Operator's Licence, but any accident or traffic infringement allows the Regulatory Authorities (Police - Department of Transport) to judge the roadworthiness and maintenance practises of the Fire Authority as if they were a Licence Holder.
C.O.S.H.H. Regulations
Applies to many of the fluids and lubricants used during Drivers Checks and Vehicle Maintenance.

For commercial goods and passenger carrying vehicles, issued by the Department of Transport, includes advice about systems to report vehicle defects.
