1. The Sussex Downs Conservation Board and the Joint Advisory Committee for the East Hampshire Area of Outstanding Natural Beauty have put forward a proposal to establish a joint committee for the South Downs as an interim arrangement pending a decision on the future administration of the South Downs and the proposed creation of a National Park. Such a joint committee would comprise representatives of Hampshire County Council, West Sussex County Council, East Sussex County Council, and all the relevant district councils in the three counties, together with parish council representation on a basis still to be agreed. That proposal has been endorsed by the Cabinet with detailed working arrangements to be settled. Details are set out in the report to Cabinet dated 24 January, 2005.
2. To give effect to that interim arrangement, an amendment needs to be made to Part I, Chapter 11 - Area Based Committees and Panels - of the Constitution, in order to add the South Downs Joint Committee to the list of statutory joint committees set out in paragraph 11.
RECOMMENDATION
That it be a RECOMMENDATION to the County Council
That the following amendment be made to the Constitution, Part I: Chapter 11, paragraph 11.2 (statutory joint committees) be amended by the addition of the following:
