1. Summary
1.1 This report brings Members up-to-date on progress made and new issues arising since the last report to this Panel in October 2004.
2. On-Street Parking Management
2.1 The Borough Council commenced on-street decriminalised parking enforcement as from 1 October 2004. To ensure that motorists were fully aware of the increased level of enforcement, two weeks prior to this date parking attendants issued warning notices to over 600 vehicles.
2.2 The Borough Council now employs 15 parking attendants who undertake enforcement to all areas of the Borough. Between 1 October 2004 and 31 January 2005 there were 4,221 parking charge notices issued out of which 2,391 have been paid.
2.3 There have been significant road safety benefits since the new levels of enforcement started, particularly around schools, where drivers continually parked on double yellow lines. Also in industrial estates, disabled bays and the town centre residential areas.
3. New Restricted Parking Zones
3.1 The Restricted Parking Zone in the former Causton Site is now successfully in operation.
3.2 Progress on the proposed Restricted Parking Zone in the former Pirelli site has been slow. In order to progress the Traffic Regulation Order (TRO), plans showing the highways to be adopted are required as well as the permission of the land owner(s) to the TRO. Neither have, so far, been forthcoming and until such time as they are the roads remain unadopted and no further progress can be made.
4. New Controlled Parking Zones
4.1 Following changes to committee recommendations, the three proposed new zones in residential areas surrounding the former Pirelli site have been reviewed. It is now proposed to introduce a new zone in Brookwood Avenue only and to combine the roads either side of Derby Road, formerly two zones, into one larger zone. Further consultation has been postponed pending a decision by Eastleigh Borough Council to introduce charging for residents' parking permits.
5. On-Street Parking Problems Associated with Schools and Colleges along Chestnut Avenue
5.1 Consultants are currently being commissioned to investigate and survey the current parking situation around this area and report on possible improvements.
6. Traffic Management Agency Agreement
6.1 In December 2004 Eastleigh Borough Council signed a new agreement with the County Council for traffic management work. In most respects the responsibilities conferred are the same, allowing Eastleigh to continue to manage traffic and parking issues in the Borough.
7. Rose Bowl - West End
7.1 Following previous major events at the Rose Bowl stadium, the Local Area Committee in consultation with Hampshire Constabulary has requested area-wide parking restrictions to assist safety, traffic flow and residential access throughout West End. Statutory consultation on a proposed TRO for the parking restrictions is currently underway.
8. Verge Parking
8.1 An initiative to prevent damaging and unsightly verge parking is underway. Nominations from all Local Area Committees of the most affected roads in their areas have resulted where appropriate in the progression of a TRO prohibiting this practice.
9. School Zig-Zag Markings
9.1 Funded through the Safer Routes to School Programme, all parking prohibitions outside schools in the Borough will soon be covered by a TRO. This is currently awaiting public advertisement and will allow enforcement by the Borough parking attendants and greater safety for children and parents.
10. Traffic Studies and Traffic Regulation Orders Work Programme
10.1 The current list of Traffic Studies and TROs and their status is attached as an appendix. Although much of the work has been delayed due to staff shortages and work generated through new developments in the Borough, significant progress has more recently been possible through overtime arrangements, some temporary assistance and the commitment and effort of staff.
