69 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. No such declarations were made.

70 MINUTES

The Minutes of the meeting of the Panel held on 15 October 2004, were confirmed as a correct record.

Arising thereon:-

Minute 55 - Minutes : Hampshire Highways Website

The officers reported on the steadily increasing use of the Website and on continuing refinements to identify which pages were visited most regularly.

71 CHAIRMAN'S COMMUNICATIONS

The Chairman reported that, for 2005/06, the County Council had again agreed an allocation of £3.5m for special maintenance works.

72 DEPUTATIONS

There were no deputations.

73 PROGRESS UPDATE ON SCHEMES IN THE CAPITAL PROGRAMME

The Panel considered the report of the Director of Environment, Hampshire County Council (Item 5 in the Minute Book) on progress on transport schemes within the 2004/2005 Capital Programme and schemes for the 2005/06 Capital Programme approved by the Executive Member for Environment on 21 January 2005. During the course of the ensuing discussion, the following issues were raised (inter alia):-

(i) Eastleigh Quality Bus Partnership - Access to Bus Station

The officers undertook to provide Members with additional information on the scheme.


(ii) Eastleigh Quality Bus Partnership Infrastructure

The Panel noted that the scheme was on schedule for completion in April 2005.


(iii) Chestnut Avenue Puffin Crossing by Falkland Road

The officers were requested to liaise with ASDA over its current development proposals with particular reference to completion of the planned cycle route referred to in the report.


(iv) Kipling Road Traffic Management

In response to Member questions the officers confirmed that full consultation with the public would take place over the scheme design.


(v) Winchester Road Traffic Study (additional item)

In answer to Member questions, the officers confirmed that the Study was currently not in a programme and that the County Council level of contribution would depend, in turn, on the SUSTRANS contribution. Current indications were promising, however, and priority would be given to the cycling element of the Study.

RESOLVED:

That Members note progress with the schemes in the Transport Capital Programme and support the schemes approved for inclusion in the Capital Programme for 2005/06.

74 HIGHWAY MAINTENANCE AND MINOR CAPITAL WORKS

The Panel considered the report of the Director of Environment, Hampshire County Council (Item 6 in the Minute Book) on progress with regard to the 2004/05 Highway Maintenance and Minor Capital Works programmes, proposals for future programmes, and details of the 2005/06 Highway Maintenance Budget and Programme. A full discussion ensued during the course of which the officers answered detailed Member questions. The Panel expressed particular concern at the damage being caused to road surfaces in Keble Road, Chandlers Ford by contractors' vehicles working on the adjacent development site and the Chief Executive was requested to examine the scope for imposing appropriate planning conditions to ensure that developers were required to make good such damage.

The Panel then examined the eight Under £10,000 Schemes set out in Appendix 5 and selected three schemes which they felt should be given priority, as shown in the appended resolution (ii); schemes would be completed subject to available funding.

RESOLVED:

(i) That the sections of the report of the Director of Environment on Highway Maintenance (Sections 2-5) be noted.


(ii) That the Executive Member for Environment be recommended to give priority to the following schemes from those listed in Appendix 5, in the order shown:-


· U517 Knowle Lane, Fair Oak - extension of footway from Mortimers Lane


· B3037 Bishopstoke Road, Bishopstoke - footway construction


· (Reserve Scheme) U525 Freegrounds Avenue, Hedge End - provision of footway from Freegrounds Road

75 EASTLEIGH TRAFFIC MANAGEMENT

The Panel noted the report of the Head of Engineering, Eastleigh Borough Council (Item 7 in the Minute Book) on progress made, and new issues arising, since the last report in October 2004.

76 CASUALTY REDUCTION PROGRAMMES

The Panel noted the report of the Director of Environment, Hampshire County Council (Item 8 in the Minute Book) on progress on the Hampshire County Council and Hampshire and Isle of Wight Safety Partnership Casualty Reduction Programmes for 2004/05, and into 2005/06.

77 TRAVEL PLAN PROGRAMMES (INCLUDING SAFER ROUTES TO SCHOOLS)

The Panel considered the report of the Director of Environment, Hampshire County Council (Item 9 in the Minute Book) which provided a progress update on the workplace, school and personalised travel planning programmes for the Eastleigh area. The officers reported on the forthcoming issue of a school travel plan newsletter so that examples of good practice could be shared amongst schools.

RESOLVED:

That the report be noted.

78 OTHER HIGHWAY RELATED PROGRAMMES

The Panel considered the report of the Director of Environment, Hampshire County Council (Item 10 in the Minute Book) detailing the programmes for the Hampshire Villages Initiative, the Regeneration of Older Urban Areas, Intelligent Transport Systems, bridge works, development-related works and street lighting. Following a full discussion during the course of which the officers answered detailed Member questions, it was

RESOLVED:

(i) That the report be noted.


(ii) That the Panel places on record its appreciation of the sterling efforts of the officers responsible for ensuring the continuing high performance in respect of column replacement.

79 ARRANGEMENTS FOR THE NEXT MEETING

Members noted that the next meeting of the Panel would be held on Friday, 14 October 2005 at 10 a.m. at Eastleigh Borough Council offices.
