AT A MEETING of the HART HIGHWAY AND TRANSPORT ADVISORY PANEL held at Hart District Council, Fleet on 14 March 2005.

70 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. Any declaration to be made at the time of the debate. There were no declarations of interest.

The Minutes of the meeting held on 25 October 2004 were agreed as a correct record and signed by the Chairman.

74 PROGRESS UPDATES ON SCHEMES IN THE CAPITAL PROGRAMME

The Panel considered the report of the Director of Environment (Item 5 in the Minute Book) on Schemes In the Capital Programme.


    Members commented on the installation of a CCTV camera at the A30/Vicarage Road signal junction as it was understood to conflict with Hart District Councils' wishes. Mr Turner was to check that this installation had been completed and that its operation was to the satisfaction of all concerned.

    Councillor Collett drew attention to the implications for traffic flow of the part time traffic signals which were causing a conflict of timing and resultant confusion.

    The removal of the experimental build-outs in Elvetham Road were reported. The situation would be monitored and further consideration given to any further measures that might be necessary after the Fleet Town Centre Works have taken place.

    RESOLVED:

    a) That, progress with schemes in the Transport Capital Programme be noted

    b) That, schemes approved for inclusion in the Capital Programme for 2005/06 be supported.

75 HIGHWAY MAINTENANCE AND MINOR CAPITAL WORKS PROGRAMME 2005/06

The Panel considered the report of the Director of Environment (Item 6 in the Minute Book) outlining progress with the 2004/05 Highways Maintenance Programme details of the 2005/06 Highways Maintenance Programme and progress on minor Capital Works (under £10,000 schemes) and proposals for the 2005/06 Programme.


    Extra finance had enabled some additional works to be undertaken whilst other schemes had been delayed by bad weather.

    It was uncertain whether Crondall Parish Council were continuing to support the Brook Hill, Crondall Scheme (para 7.3(ii)). A reserve scheme was to be included.


    RESOLVED:

    a) That, paragraphs 2.1 to 5.5 of the report be noted;

    b) That, the following scheme be included with the Minor Capital Works Programme for 2005/06 in order of priority (from Appendix 5 of the report):-

      1 - Darby Green Road, Yateley

      2 - Brook Hill, Crondall Road, Crondall

      3 - Farm Close, Yateley be held in reserve, should scheme 2 above be

      deselected.

76 TRAFFIC MANAGEMENT PROGRAMMES 2004/05

The Panel considered the report of the Director of Environment (Item 7 in the Minute Book) regarding the main traffic management work completed and proposed for in the Hart area in 2004/05 and 2005/06.

Hart District Council had taken over district responsibility for certain traffic management functions. County Councillors and the police would be included in the consultation process leading up to Traffic Regulation Orders, as their approval would be sought before Orders were advertised.


    RESOLVED:

    That, the report be noted.

77 CASUALTY REDUCTION PROGRAMMES

The Panel considered the report of the Director of Environment (Item 8 in the Minute Book) on the Casualty Reduction Programme, including the Hampshire and Isle of Wight Camera Safety Partnership casualty reduction programmes for 2004/05 and 2005/06.

    The success of the Casualty Reduction Programme as set out in paragraph 3.1 (i-iii) was welcomed


    RESOLVED:

    That, the report be noted.

78 TRAVEL PLAN PROGRAMMES

The Panel considered the report of the Director of Environment (Item 9 in the Minute Book) updating on the Workplace and School Travel Plan for the Havant area.

    Take up of School Travel Plans had been slow in the Havant area. Mr Mills was to assist in moving the School Travel Plan Strategy forward. The School Travel Planning Team continued to make progress with over 330 schools through the county engaged in the production of Travel Plans.

    RESOLVED:

    That, progress made with the delivery of the Workplace Travel Plans, School Travel Plans and Safer Routes to Schools programmes in the Hart area be noted.

79 OTHER HIGHWAY RELATED PROGRAMMES

The Panel considered the report of the Director of Environment (Item 10 in the Minute Book) on programme details for Regeneration of Older Urban Areas; Intelligent Transport Systems; Bridgeworks; and Development related works.

Councillor Collett raised issues relating to parking reductions in Yateley Town Centre which were causing public concern. Consultation would take place with local members.

    He flagged up a potential problem that Yateley Town Council would be unable to finance the replacements of lamp standards at Yateley should this be required.

    RECOMMENDATION:

    That, the report be noted.

80 PASSENGER TRANSPORT REPORT

The Panel considered the report of the Director of Environment (Item 11 in the Minute Book) outlining the services provided by the Community Transport Sector and an update on work which was being undertaken to review the future funding levels and format.

    The Hart "Call and Go" bus service was discussed focusing on route 3 between Aldershot , Camberley and Yateley. Members wished the public to be consulted on the services they wished to have.


    RESOLVED:

    a) That, the results of Community Transport Review and actions arising from

    it be noted.

    b) That, public consultation be carried out regarding Route 6 to ascertain which services the public wished to have in the area.
