Progress Update on Schemes in the Capital Programme

1. Summary

1.1 This report provides a progress update on transport schemes within the 2004/05 Capital Programme together with schemes for the 2005/06 Capital Programme that have been approved by the Executive Member for Environment on 21 January 2005. The summary of schemes is shown on the attached appendix.

1.2 The table below shows the county-wide improvement programmes for 2005/06 and, where applicable to the Hart area, the report item is given for reference.

1.3 Schemes in the Capital Programme are financed from the Local Transport Plan (LTP) and/or external funding (EF) received from developers or other contributors.

2. Capital Schemes 2004/05

      B3272 Corridor, Yateley-Eversley Traffic Management £200,000 LTP

2.1 This scheme is now part of the Regeneration of Older Urban Areas project and is reported in item 10 on the Agenda.

      A30 Blackwater CCTV £30,000 EF

2.2 The installation of a CCTV camera at the A30/Vicarage Road signal junction to enable monitoring and assessment of the traffic flow was completed in January 2005.

    North Hampshire Transport Strategy Village Initiatives £130,000 LTP

2.3 The development and consultation for traffic calming in North Warnborough and Odiham continues with the Parish Council.

    Yateley to Blackwater Cycle Lane £80,000 LTP

2.4 The signing and lining for this advisory cycle lane from Rosemary Lane to Derby Green Road is now substantially complete.

    A30 Blackwater Pedestrian Enhancements £60,000 EF

2.5 The signals at the junction of A30 Vicarage Road, Kings Parade are to be phased separately to improve the management of safe traffic flow. The embankment retaining wall in Kings Parade is to be improved to increase the width of the existing footway. This work is programmed for the end of April.

3. Capital Schemes 2005/06

      North Hampshire Bus Infrastructure, Yateley, Route 3 £200,000 LTP

3.1 For details of this scheme please refer to item 11 on the Agenda.

      North Hampshire Transport Strategy Village Initiatives £60,000 LTP

3.2 There are proposals to improve the roundabout and provide a Toucan crossing on Dunleys Hill which is subject to the completion of funding from the nearby Queens Road development. The North Warnborough and Odiham traffic calming on the B3349 is to be coordinated with these works.

      Fleet Town Centre Improvements £400,000 LTP - £2.475m EF

3.3 The town centre improvements are programmed to start in May/June 2005.

3.4 The work in Fleet Road will consist of new landscaping, new footway and road surfacing, upgraded pedestrian crossings and revised parking. This will affect 700 metres of Fleet Road from the Oatsheaf junction to the Birch Avenue junction. Footways along this entire length will be resurfaced, together with new landscaping and street furniture including additional seating, bins and plants.

3.5 Existing pedestrian islands will be enlarged to make crossing the road easier, and four junction tables will be installed to improve road safety at the access to the Gurkha Square car park, Victoria Road junction, Branksomewood Road junction and at Church Road. The three existing pedestrian crossings will be upgraded, and one new crossing will be installed opposite the new housing development on the Old Dairy site. A new bus stop will be constructed in front of the Marks and Spencer and Somerfield stores.

3.6 The carriageway of Fleet Road itself is in need of maintenance, and doing this work simultaneously avoids the need for disruption at a later date.

3.7 Street lighting in the Gurkha Square area will be improved with the introduction of special lanterns that will shine more brightly until midnight before automatically dimming to current standards. The scheme is expected to take around six months to complete and will be carried out in phases to minimise disruption. Every effort will be made to finish before Christmas 2005. The contractor will also be required to work around the 50th anniversary of Fleet carnival in June.

4. Other Schemes

      Elvetham Road Traffic Calming £30,000 LTP

4.1 Work took place to remove the traffic calming build-outs during February. The traffic situation on Elvetham Road is to be reviewed after completion of the town centre improvements which are programmed to be completed before Christmas this year.

Recommendation

That Members note the progress with schemes in the Transport Capital Programme and support those approved for inclusion in the Capital Programme for 2005/06.
