1. Summary
1.1 This report reviews the traffic management programme for 2004/05 undertaken by Fareham Borough Council.
2. Introduction
2.1 Traffic Regulation Order (TRO) and Traffic Investigation Programmes are approved by the Fareham Borough Council Executive after consultation with County Council officers. The programmes for 2004/05 were approved in January 2004.
2.2 Appendices 1 and 2 attached show the approved programmes and progress to date. In addition to the sites for TRO's shown in Appendix 1, the Executive approved an updated rolling programme for `No Parking on Grass Verges.'
3. Traffic Regulation Orders
3.1 The funding allocation for 2004/05 is £13,000 for routine TRO's. From this, the cost of signs for Phase V of the `No Parking on Grass Verges Order' was £8,500 and the cost of the Notice to bring the Order into force was just over £400. This has allowed six TRO's to be implemented from the programme approved by the Executive; one Order was advertised but not progressed due to public objections and Phase V of the `No Parking on Grass Verges' programme has been brought into force. Two sites shown in Appendix 1 were funded by developers. The final Orders implemented after investigations match the annual allocation of funds for the 2004/05 financial year. This year the County Council has been unable to offer a top up of funding. Consequently, sites shown on the 2004/05 programme which have not yet been investigated must now be carried over to 2005/06.
3.2 Sites for inclusion in the 2005/06 programmes will be considered by the Executive in March. For the first time, the 2005/06 TRO programme will be funded from the capital programme. Overall funding levels will continue to support an extensive county- wide programme of schemes with scope for top-up funding on a priority basis to individual Traffic Management Agencies over and above the annual allocation.
3.3 An additional Traffic Regulation Order has been investigated during 2004/05 as a result of investigations carried out by the Casualty Reduction Partnership. This Order, a change to the speed limit on a section of West Street, Portchester, will be brought into force in 2005/06.
3.4 Temporary road closures and diversions for road works, including works carried out by the public utility companies, are now processed by the Borough Council. The temporary closures are processed on request and include closures requiring an Order, those that can be dealt with by site notices and emergency closures.
4. Traffic Investigations
4.1 The Market Quay Development is almost complete and the first units now open to the public. It is anticipated that the development will be fully open by Easter 2005. Involvement in the completion and handing over of the car park, cycleway, footway and taxi rank has resulted in minor delays to the traffic investigations programme.
4.2 Funding is released by the County Council for specific schemes through the Hampshire Local Transport Plan (LTP) and from developer contributions. District Councils have been asked to continue providing assistance to deliver schemes from the LTP programme. These schemes have therefore been included in Fareham's programme in addition to the normal programme of traffic investigations.
4.3 The 2004/05 traffic investigation programme includes ongoing schemes from 2003/04 and is set out in Appendix 2.
