1. Summary
1.1 This report details the programmes for:
(i) Street Lighting;
(ii) Regeneration of Older Urban Areas;
(iii) Bridgeworks;
(iv) Intelligent Transport Systems;
(v) Development Related Works; and
(vi) Recreational Cycling.
2. Street Lighting
2.1 The maintenance contract continues to provide over 99% of all street lights on at any one time, with performance levels improving since the change to 'working days'. The maintenance contract was originally measured in calendar days and this has been changed to Monday to Friday, or `working days'. Further improvements are anticipated when the 'Working Closer Together' Project commences in early March 2005. This Project will see the present street lighting team being split into two new sections: Corporate and Contract Delivery. The Contract Delivery team will be situated with the Contractor, Southern Electric Contracting, at its offices in Cosham and Basingstoke.
Column Replacement
2.2 The column replacement programme for the current year will be completed by the end of this financial year.
2.3 The current position on the 2004/05 programme for the Fareham area is as follows:
(i) A27 Plessey Dual Carriageway, Fareham - works completed 25 June 2004;
(ii) Warsash Road, Fareham - works completed 28 June 2004;
(iii) West Street Service Road, Portchester - works completed 25 May 2004;
(iv) The Thicket, Fareham - works completed 5 July 2004;
(v) The Spinney, Fareham - works completed 5 July 2004;
(vi) The Crossway, Fareham - works completed 25 May 2004;
(vii) Westlands Grove, Fareham - works completed 14 July 2004;
(viii) Cranleigh Road, Fareham - works completed 14 July 2004;
(ix) Barnbrook Road, Fareham - works completed 24 July 2004;
(x) Dore Avenue, Fareham - works completed 28 September 2004 bar one column awaiting materials;
(xi) Anson Grove, Fareham - works completed 24 July 2004;
(xii) White Hart Lane, Fareham - works completed 6 September 2004; and
(xiii) Merton Avenue, Fareham - works completed 6 September 2004.
2.4 A £1.7 million programme for 2005/06 is scheduled to commence in April and the proposed programme for the Fareham area is as follows: (installation dates for each scheme are yet to be finalised with the contractor).
(i) Pilgrims Way, Fareham;
(ii) Mancroft Avenue, Fareham;
(iii) Martin Avenue, Fareham;
(iv) Seamead, Fareham; and
(v) A27 Bridge Road, Fareham.
Community Safety Initiative (CSI)
2.5 The CSI programme for 2004/05 is nearing completion but has been affected by a number of late withdrawals.
2.6 The programme status for the Fareham area is as follows:
(i) Ambledale/Barnes Lane footpath, Fareham - installation in March;
(ii) Bayly Avenue, Fareham - installation in March;
(iii) Chalky Walk, Fareham - columns installed, to be connected;
(iv) Colenso Road, Fareham - installation in March;
(v) Course Park Crescent footpath, Fareham - installation in March;
(vi) Dalewood Road/Anjou Crescent footpath, Fareham - installation in March;
(vii) Lundy Walk, Fareham - columns installed, to be connected;
(viii) Paxton Road, Fareham - columns installed, to be connected;
(ix) Prinstead Walk, Fareham - columns installed, to be connected;
(x) William Prince Gardens/Harrison Road footpath, Fareham - installation in March; and
(xi) Ranvilles Lane, Fareham - columns installed, to be connected.
2.7 The draft programme for 2005/06 is as follows, subject to approval by the Executive Member for Environment:
(i) Drift Road/Shore Road footpath;
(ii) Hewetts Rise/Pitchponds Road footpath;
(iii) Barnwood Road o/s 26;
(iv) Duncan Road Station Approach;
(v) Wicor Path;
(vi) Grindle Close North footpath;
(vii) Robinson Court Rear footpath;
(viii) Barnwood to Heathfield Avenue footpath; and
(ix) Westbury Path side paths.
Energy
2.8 Following the start of the new supply contract in April 2004, consumption has tended to rise at a higher rate than expected. However, this trend has now reduced and energy is expected to be contained within the readjusted budget.
New Computer System
2.9 The new street lighting computer management system, Deadsure, replaced the previous SLIMs system as the main tool for monitoring the street lighting maintenance contract on 10 February 2005. The new system was required as SLIMs was mainframe based and the mainframe is due to be switched off at the end of March 2005.
2.10 There are still a number of problems to solve but the inclusion of the street lighting GIS database and the expectation of the web browser and mobile field-based operational returns make this an exciting prospect for the future.
3. Regeneration of Older Urban Areas (ROUA)
Shore Road, Warsash
3.1 Following further project development, it is now planned to commence work in September 2005. The delayed start will enable outstanding consents to be secured and to time the construction phase so as to minimise disruption.
Town Quay, Fareham
3.2 Funding for an environmental improvement scheme for this important and historic area close to the town centre has been secured by the ROUA 2003/05 programme and by Fareham Borough Council. The work will be undertaken by the two authorities in partnership, continuing the successful joint working and common approach established on the Castle Street, Portchester scheme. Detailed assessments and site analysis have commenced, however, implementation of work is unlikely to start before late 2005.
4. Bridgeworks
4.1 The Bridges Section of the Environment Department is responsible for all existing County highway structures, together with new structures built as part of road works, housing and industrial schemes. This covers inspection, maintenance, replacement, load assessment and strengthening.
4.2 Raynesway Construction Southern (RCS) carries out most maintenance through a term contract. Some specialist works, such as graffiti removal, and larger schemes, such as bridge replacements, are awarded by tender.
4.3 Most work on bridges is capital funded via the Local Transport Plan (LTP), but inspections, routine maintenance and environmental maintenance of subways are revenue funded.
Load Assessment and Strengthening
4.4 This programme was brought about by EU legislation that allowed 40 tonne lorries on our roads from 1 January 1999. The assessments are now complete and strengthening of sub-standard bridges is ongoing.
Road/Rail Interfaces
4.5 Following the Selby crash in February 2001, parapets and safety fences at road/rail interfaces, most of which are bridges have been prioritised. There is a rolling programme for protective measures and this will continue over several years, as funding is made available.
Aluminium Parapets
4.6 The Highways Agency has identified that aluminium vehicle parapets made by BACO, installed before 1994, are not to current standards. All such parapets on county bridges have been prioritised and a contract awarded to RCS for their replacement. Work on-site started in September 2004 and is due for completion in March 2005. Details for individual bridges are set out below.
Structural Painting
4.7 A contract for structural painting, and details on bridges affected are being prepared and will follow, as they are finalised.
Fareham Specific Bridgeworks
Cams South Culvert
4.8 This corrugated steel culvert, on the south side of Delme Arms Flyover, carries the A27 over the north end of Fareham Lake. The apron has scour damage and was repaired by a diving/marine engineering contractor in February 2005.
Parapet Replacements
North Wallington River Bridge - Gosport Road Bridge
4.9 RCS has replaced the parapets on two bridges in Fareham; North Wallington River bridge on Standard Way and Gosport Road bridge on Newgate Lane. The latter was carried out at night to minimise traffic disruption.
Delme Arms Flyover
4.10 The parapets on Delme Arms Flyover have been replaced in two phases, from 11 - 19 February and from 20 - 27 February 2005. The works required lane closures on the A27 Eastern Way, the approaches to Quay Street roundabout, Delme Arms Flyover and the sliproads. This work has now been completed despite the inclement weather. The first phase was completed during half term to minimise disruption.
5. Intelligent Transport Systems Group (ITS)
5.1 The ITS Group of the Environment Department manages the feasibility, design, implementation, operation and maintenance of traffic control and traffic and travel information systems throughout Hampshire. In 2004/05 ITS deployment has reached significant levels, increasing the amount of on-street ITS equipment operated and maintained by the Group. The Traffic Management Act 2004 and guidance for the second edition of the
Local Transport Plan currently being developed has placed further responsibility on the ITS Group for the monitoring of and improvement to the operation of the highway network.
5.2 Progress on schemes during 2004/05 within Fareham is as follows:
(i) Car park monitoring and information system for Fareham - complete.
(ii) Real-time bus passenger information system for the A32 corridor between Gosport and Fareham. The electronic display screens are currently being manufactured and system links with Portsmouth City Council will be established in March 2005.
(iii) Bus departure information system for Gosport bus station. The phase III contract to be awarded in February.
(iv) A27 Downend Road - separately stage right turn into Downend Road - complete.
5.3 The following schemes are proposed for implementation during 2005/06:
(i) New Puffin crossing at Highlands Road near Hilson Drive, Fareham.
(ii) A27 corridor - Traffic Management (pedestrian crossings) including:
(a) new Toucan crossing at Southampton Rd, near Lower Church Road, Fareham;
(b) new Toucan crossing at Southampton Road near Telford Way, Fareham;
(c) bus departure information system for Gosport bus station. Installation is scheduled for completion in May 2005; and
(d) real-time bus passenger information system for the A32 corridor between Gosport and Fareham. The signs will be installed and the scheme completed in summer 2005.
6. Development Related Works
6.1Works within the Fareham area currently being carried out under Section 38 Agreements are detailed in Appendix 1.
6.2Appendix 2 contains information relating to developer funded schemes.
Quay Street Roundabout
6.3A planning application for the old foundry site has recently been received from Tesco. The planning application and its accompanying Traffic Impact Assessment are currently being reviewed.
7. Recreational Cycling
7.1 The Environment Department, in partnership with the Recreation and Heritage Department, administers the county-wide Recreational Cycling infrastructure programme, which has an allocation of £100,000 from the Transport Capital Programme in 2004/05.
2004/05 Schemes in Fareham
Wickham to Fareham - Phase 1 (improvements to Bridleway 82)
7.2 This scheme has provided surface improvements to bridleway 82, which forms an important off-carriageway recreational route between the Wickham to Fareham disused railway line and the Henry Cort School. The scheme has been completed at a cost of £3,500.
