Capital Minor Works Programmes 2004/05 and 2005/06

1. Summary

1.1 This report outlines:

      (i) progress with the 2004/05 Capital Minor Works Programme; and

    (ii) details of the 2005/06 Capital Minor Works Programme.

2. Capital Minor Works Programme 2004/05

2.1 As previously reported, the Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2004/05 programme, £250,000 was allocated county-wide, of which £19,000 was allocated for Fareham. The schemes included in the programme were:

    (i) A27 West Street, Portchester £9,000

      Widening footway adjacent to Portchester Park

      (ii) Bridge Street, Titchfield £10,000

      Provision of footway between canal and river

      Total £19,000

2.2 The works in Portchester have been completed. Consultations for the footway in Bridge Street are ongoing due to its sensitive environmental location. It is anticipated works will start this financial year. A further phase of works to widen the existing footpath up to and including the canal bridge would be desirable and is included in the programme on Phase 2.

3. Capital Minor Works Programme 2005/06

3.1 The funding allocation for the 2005/06 programme county-wide is expected to be £200,000 of which Fareham, Havant and Gosport have a total allocation of £50,000. It is anticipated that this will enable one or two schemes to be implemented within Fareham during this financial year.

3.2 The attached appendix details the current schemes within the Capital Minor Works Programme. Each scheme has been subject to a set of ranking criteria based on its benefits. Highest rates schemes are:

      Bridge Street, Titchfield (Phase 2) £10,000

    Footpath widening

              Downend Road, Fareham (Phase 2)

              Provision of footway £10,000

Recommendation

That Members indicate their preference for minor works schemes in 2005/06 and the Executive Member for Environment be advised accordingly.
