AT A MEETING of the HAVANT AREA COMMITTEE of the COUNTY COUNCIL held at BOSMERE JUNIOR SCHOOL, HAVANT on Wednesday 16 March 2005

20 DECLARATIONS OF INTEREST

      Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest, and, having regard to the circumstances described in paragraph 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

21 MINUTES

      The minutes of the meeting of the Committee held on 27 January 2005 were confirmed as a correct record and signed by the Chairman.

22 INTRODUCTION BY THE CHAIRMAN

      Councillor Jenny Wride welcomed members of the Havant Community to the meeting and outlined work being done by the County Council in the Borough across all the County Council's services. She also introduced Mr Antony Payne representing the County Council's Director of Environment, who was to give a presentation about the South East Plan.

23 SOUTH EAST PLAN

      Mr Payne gave a presentation covering the background to the South East Plan, the Government's consultation arrangements and the work being done by the County Council to secure the best possible outcome for the people of Hampshire. A short film prepared by the County Council to inform the community at large about the implications of the South East Plan was also shown. At the end of the presentation Mr Payne took questions from the floor covering a range of issues concerning the Government's proposals and the County Council's response to the consultation. The Chairman thanked Mr Payne for his informative and thought provoking presentation.

      At this point the Committee adjourned so that members of the community could mix with the Committee and the Officers informally following the presentation.

24. FINANCIAL ASSISTANCE FOR COMMUNITY PROJECTS IN HAVANT

      The Committee considered the report of the Chief Executive on applications received for financial assistance (Item 5 in the Minute Book) together with a supplementary report (Item 5x in the Minute Book) containing Chief Officers' comments received after publication of the main report. The Chief Executive explained that applications received too late for assessment and consideration at the meeting were expected to be referred to the Leader of the Council, as Executive Member for Policy and Resources, for consideration. Formal agreement to the carry forward of any balance of the Committee's fund for this purpose was awaited.

      Non-pecuniary interests were declared by Members as follows: Councillor R C McIntosh - Purbrook and Widley Area Residents Association, Councillor Mrs V Steel - St Francis Church Hall, Leigh Park and Councillor Jenny Wride - Bedhampton Volunteers.

    The Committee considered the applications and made the decisions below.

25 APPLICATIONS FOR FINANCIAL ASSISTANCE FROM HAVANT BOROUGH COUNCIL AND HAVANT POLICE

      The Committee considered the report of the Chief Executive (Item 5a in the Minute Book). The Committee was mindful of the County Treasurer's advice set out in the report.

    Denvilles Youth Initiative

      The Committee noted that the Crime and Disorder Reduction Partnership had not allocated resources for this project. The Committee was minded to support the proposal but considered that both the Police and the Borough Council had a responsibility. In order to give the project positive support, the Committee considered that £2,500 should be set aside for it on condition that the Police and Havant Borough Council jointly matched the Committee's contribution.

    Skateboard Facility at the Recreation Ground, Horndean Road, Emsworth

      Councillor D Gillett declared a non-pecuniary interest in this matter. He spoke in support of the application. The Committee, however, noted the facility would not be put at risk if the Committee were not to support it.

      Bedhampton Prime (Problem Resolution In a Multi-agency Environment) Project

      Councillor Jenny Wride declared a non-pecuniary interest in this matter. Noting that the County Council's Community Safety Link Officer supported the proposal, the Committee considered that a grant of £5,000 should be made.

      Oral History and Reminiscence Project

      The Committee was mindful that the application covered work being done by the Social Services Department and accordingly Members did not consider that a grant should be made. The Officers were asked to put the applicant in contact with the Social Services Department

      Resolved:

      1. That, subject to Hampshire Police and Havant Borough Council jointly match funding, a grant of £2,500 be made towards the Denvilles Youth Initiative;

      2. That no grant be made towards the skateboarding facility proposed at the Recreation Ground, Horndean Road, Emsworth;

      3. That a grant of £5,000 be made to the Bedhampton (PRIME) Project;

      4. That no grant be made to support the Havant Oral History and Reminiscence Project but that the Officers be asked to ensure that contact is made between the organisation and the County Council's Social Services Department given the similar work being undertaken by the County Council.
