The Association is very successful at providing technical and legal advice as well as distributing partnership funding to a large number of organisations across a wide geographical area. Demand always exceeds supply and this one-off grant will ensure that the Association can continue to make important financial contributions to many voluntary sports organisations all over the county. As this is a county wide organisation, consultation took place with Cllr Rice (Chairman of HPFA) and the lead spokesperson for sport, Cllr Byrom, who is also an appointed member of the Association's Executive Committee. Free football and swimming sessions were provided to young people in the summer school holidays. These were funded via the Children's fund. The sessions were extremely successful and helped develop the young people's confidence, self-esteem and social skills. It also enabled the young people to engage in an activity which they enjoyed, in a safe and accessible environment. The crime rate was also reduced during this time. Following this success, the partners would like to run a similar scheme in the 2005 summer holidays at 5 different venues across the Borough, again incorporating the priority wards of Heron Wood and Mayfield. All children between 5-12 years will have access to the project once a week in their neighbourhood. Cost would be £2.50 per child or free passes will be distributed through schools for those who cannot afford to pay. Any income received will be allocated to the sustainability of the project. As it's contribution towards the joint provision of these facilities, the Council would meet the cost of retaining the two coaches in the sum of £2,720. An additional £1,300 has been requested from Rushmoor Borough Council and Community Safety. Cllr Roberts and Cllr Kimber support the recommendation. |

Solent Sea Rescue Organisation provides financial, training and administrative support to nine beach and sea rescue units, all declared to HM Coastguard around the Solent. This funding represents Hampshire County Council's pro rata contribution to a total of £65,906 from 9 authorities. Nine beach and sea rescue units received grants totalling £18, 659. The County Council's representative on this organisation is Cllr Gale who has been consulted. |

The Badminton Association's Committee has made excellent progress since the opening of the Westgate High Performance Badminton Centre in 2002. They are now progressing further development opportunities adding another Centre of Excellence base in Aldershot. This partnership funding will enable the Association to implement their business plan, support the performance squads working from two centres, and increase participation through a wider range of activity programmes, particularly during school holidays. This project supports the corporate aim of maximising life opportunities and the sports strategy aims of developing young people, performance and excellence and active participation throughout life. As this is a county wide organisation, consultation took place with Cllr. Byrom who is the Recreation and Heritage spokesperson for sport. Cllr Byrom supports this application. |

The British Judo Association, Hampshire County, runs a comprehensive programme of competition and gradings for players of all ages which saw an increase in the number of candidates last year. Competitions have also seen an increase in competitors last year which is very encouraging. Coaching has been provided to squads of outstanding players who aspire to representative honours in both junior and senior, male and female. In 2005/06, the Association will continue to run a similar programme to last year and in addition, are purchasing replacement mats and electronic clocks totalling £4500. As this is a county wide organisation, consultation took place with Cllr. Byrom who is the Recreation and Heritage spokesperson for sport. Cllr Byrom supports this application. |

Pitt Street Regional Gymnastics Centre |

Pitt Street Gymnastics Centre in Portsmouth, provides a well equipped training venue for Hampshire's best gymnasts and their coaches. The Centre has also seen a 21% increase in usage in the last year and still produces many excellent gymnasts, both boys and girls, including Vanessa Hobbs who was a member of the 2004 Olympic Squad in Athens. It was reported previously that Portsmouth City Council had announced the city centre north re-development plans which did not include the re-location of the Centre. The situation has now changed since the developer has secured a major retailer for the proposed development. Preliminary discussions took place at the last JMC meeting in January to potentially include the Pitt Street site in any development and therefore re-locate the centre to the preferred site at the Mountbatten Centre. The JMC welcomed this news whilst at the same time recognising that the negotiations are still at a very early and sensitive stage. The Joint Management Committee will continue to monitor the situation closely. As the County Council has a Joint Management Committee arrangement with this organisation and has 3 representatives, Cllrs Bryant and Byrom and Mr Pepper, a former County Councillor, no additional consultation has taken place. |

Rushmoor Royals Swimming Club |

Rushmoor Royals' swimming club is based in the Farnborough and Aldershot areas of Hampshire. The club caters for over 200 young people learning to swim and over 260 swimmers in their competitive sections. The club competes at a high level, teams are entered in the Premier and Division 2 National Speedo League. This success is helped enormously by the club's access to the 50m Aldershot Garrison pool, one of only a handful around the country. A fully qualified ASA coach with the ability to work with high performance swimmers was appointed to Rushmoor Royals Swimming Club in 2004 with the assistance of partnership funding. A business plan had been produced and this partnership funding will enable the coach to implement the plan. Additional funding was requested to support increased water time at premium training times at the 50m pool which would allow elite swimmers to swim in both evenings and mornings - total cost £5000 for 2 lanes for 48 weeks at Garrison pool. This partnership funding will be considered at a later date when officers have been able to assess progress against the first phase of the plan. The project supports the corporate aim of maximising life opportunities and the sports development strategic aim of developing performance and excellence. Cllr Kimber and Cllr Roberts support this application. |

Hampshire Gymnastics Centre of Excellence |

The Gymnastics Centre of Excellence was established several years ago and is currently undergoing a review to determine it's future direction. Partnership funding is requested to maintain the operation whilst taking major steps to reorganise for the future of high performance gymnastics in Hampshire. The Centre of Excellence covers 4 disciplines - male and female artistic, sports acrobatics and tumbling. In the past year, the Centre of Excellence has produced one gymnast who competed in the Athens Olympic Games and another who qualified but was injured and unable to compete. Two members were in the men's tumbling team that won gold and one member in the women's team who won silver at the World Championships. In addition a sports acrobatics trio were selected for the British team at the World Championships. The Centre of Excellence Women's Coach was awarded Female Coach of the Year by Sports Coach UK and two of the tumbling coaches were appointed to the national team. As this is a county wide organisation, consultation took place with Cllr. Byrom who is the Recreation and Heritage spokesperson for sport. Cllr Byrom supports this application. |

Hampshire Amateur Swimming Association |

This partnership funding is to support the Hampshire Youth Potential Squad, a group of 24 identified young swimmers in Hampshire who are demonstrating the potential to swim competitively at the highest level. This group of swimmers was previously catered for by the Hampshire Centre of Excellence, responsibility for which was passed on to Hampshire County Amateur Swimming Association in July 2004. A gap has been identified immediately below the level of elite swimmers catered for within World Class programmes, hence this provision is necessary to prepare swimmers for the intensive demands of the World Class Programmes they should move into in the future. Partnership funding will support swimmers attendance at training camps and specialised swim clinics, help provide ongoing physiotherapy and nutritional support and provide mentoring opportunities to club coaches on how to coach elite swimmers. This is an integral part of the Amateur Swimming Association's Long Term Athlete Development Plan. As this is a countywide organisation, consultation took place with Cllr. Byrom who is the Recreation and Heritage spokesperson for sport. Cllr Byrom supports this application. |

This award represents Hampshire County Council's partnership funding towards the provision of a County Sports Partnership in Hampshire and the Isle of Wight until 31 March 2009. The Partnership will be responsible for: · implementing the County Sports Partnership Strategy · increasing participation · widening access in sport · increasing sporting excellence and supporting the development of player pathways to performance · establishing a strong Sports Partnership infrastructure to support the continuous development of the sporting system Over the 5 years of the programme, an investment of nearly £5 million is anticipated for the Hampshire and Isle of Wight Sports Partnership from a wide range of partners including the sports lottery, the regional sports board, local authorities, governing bodies of sport, government, sponsors etc. Other new opportunities for investment in coach education, health and other areas is also anticipated. Testway 7's is a youth orientated, multi-agency project operating in Andover and Romsey. Now entering its fifth year, the initiative uses sport and partnership working to build sustainable and fruitful relationships with young people. The project successfully prevents crime and anti-social behaviour by occupying young people with positive, team-building sporting activities, resulting in a peaceful and safe neighbourhood with young people who are active and involved in their community. In the next year, partnership funding will support the extension of the project to introduce two new sporting activities together with working closely with adults/parents to train as deliverers, coaches and/or administrators. Funding will also contribute to the salary of the Sports Development Coordinator for the project. The project is also funded by BBC Children in Need, Hampshire Children's Fund, Building Safer Communities, Drug Action Team and Test Valley Borough Council totalling £51,000. The forward programme of activity is also supporting the Cabinet key priority work that is addressing issues surrounding young people, crime and deprivation in Andover. The local members, Cllrs. West, Pierce, Kirk, Dowden, Barron and Woodhall have been consulted. |
