Progress Update on Schemes in the Capital Programme

1. Summary

1.1 This report provides a progress update on transport schemes within the 2004/05 Capital Programme together with schemes for the 2005/06 Capital Programme that have been approved by the Executive Member for Environment on 21 January 2005. A summary of schemes is shown on the attached appendix.

1.2 The table below shows the county-wide improvement programmes for 2005/06 and, where applicable to the Rushmoor area, the report item is given for reference.

1.3 Schemes in the Capital Programme are financed from the Local Transport Plan (LTP) and/or external funding (EF) received from developers or other contributors.

2. Transport Capital Programme - 2004/05

      Ayling Lane Traffic Calming, Aldershot - £55,000 EF

2.1 Implementation of speed humps along Ayling Lane and traffic calming chicanes on Church Lane West, to discourage the use of roads as a through route and to improve safety. This was supported by requests from local residents for a solution to the traffic problems in the area and has been well received, with subsequent speed surveys showing an average speed of 29 miles per hour. The scheme was substantially completed in July 2004, the only outstanding matter is the consideration of a lighting improvement which will be in keeping with the environment of the lane.

      Farnborough Route 6 - Bus Infrastructure - £100,000 LTP

      Blackwater Valley QBP, Aldershot Bus Infrastructure - £100,000 LTP

2.3 Refer to agenda item 12 on Passenger Transport.

      A325 Farnborough Gate to Borough Boundary Cycles - Final Phase - £50,000 EF

2.4 The scheme will complete the missing link in the Rushmoor Cycle Route which currently exists between the Farnborough Gate Retail Park and the Surrey boundary in the direction of Frimley Train Station. Works are expected to start before the end of the financial year.

      Blackwater Valley Quality Bus Partnership - Real-Time Information - £300,000 LTP £170,000 EF

2.5 Refer to Intelligent Transport Systems included in agenda item 11 on Other Highway Related Programmes.

      A327 Summit Avenue, Farnborough - Cycle/Pedestrians - £100,000 LTP £220,000 EF

2.6 Implementation of a shared pedestrian/cycle route along the A327 Summit Avenue, in order to improve safety for pedestrians and cyclists, both residential and business. The route, which forms part of the Rushmoor Cycle Network, will be on the southern side from the Nokia development to Southwood Road, where it will join an on-road section along the distributor road, until it reaches the existing Elles Road link. The scheme is expected to start in March 2005. Improved street lighting will also be installed along Summit Avenue in order to bring it up to standard. A Toucan crossing proposal will follow as a second phase (see paragraph 3.1 of this report).

      Aldershot Quality Bus Partnership - £100,000 LTP

    Lynchford Road Toucan Crossing, Farnborough - £75,000 LTP

2.8 The crossing point which provides a signal controlled facility for pedestrians and cyclists across the busy Lynchford Road, at a point close to Morris Road in North Camp, has now been completed.

      North Camp, Farnborough - Traffic Management - £120,000 LTP

2.9 This scheme involves the development of traffic management measures in the North Camp area. The first stage will involve Park Road, which is linked to the Safe Routes to School scheme in Queens Road. A two month trial to make Park Road one-way between Queens Road and Lynchford Road with traffic flowing in a northerly direction is in progress at the time of writing this report. Surveys are arranged to measure the benefits of the scheme against any disbenefits for traffic that is diverted away from Park Road. Should the one-way scheme be successful the permanent scheme will be accompanied by the implementation of build-outs, defined residential parking areas and speed reducing measures.

      Highway Improvements West Aldershot - £200,000 EF

2.10 The scheme consisted of various initiatives to improve the area in terms of safety, accessibility and sustainability. This included the pedestrianisation of Upper Union Street, introduction of traffic calming measures in the local vicinity, additional parking (with limits/ restrictions), relocation of a crossing point, and the implementation of a shared cycle/pedestrian footway. The scheme is now substantially complete.

      A323 Ash Road, Aldershot - Traffic Management - £250,000 LTP

2.11 The scheme involves improvements to the infrastructure of the highways in Ash Road. This includes the movement and addition of crossing points, improvements to bus stops, the relocation of footways to meet desire lines, changes to the highway layout, and the resurfacing of Ash Road in a `quiet' asphalt. The scheme is aimed at improving safety and so encourage walking as a sustainable form of transport in the area. Advance works started on 21 February 2005, and the scheme is expected to be substantially complete by the end of the financial year.

    A327 Elles Road Street Lighting - £120,000 EF

2.12 Implementation of street lighting along two previously unlit sections of Elles Road, a shared pedestrian/cycle path, and the upgrading of existing street lighting on Meudon Avenue which was below current standards. The scheme was completed in July 2004.

3. Transport Capital Programme - 2005/06

      Summit Avenue Toucan Crossing, Farnborough - £100,000 EF

3.1 This is a second phase to the under construction Summit Avenue pedestrian/cycle route. Monitoring has taken place and the ratio of pedestrians to vehicles meets the County Council criteria. This will provide a controlled, safe crossing point between Southwood and Cove. Designs are at an early stage but, providing permission is given to the proposals, implementation is expected to take place in late 2005.

      Trunk Road, Farnborough - £14,000 LTP £50,000 EF

3.2 Implementation of a pumping system under the railway bridge underpass on Trunk Road, Farnborough, between Summit Avenue and Fleet Road. This is currently prone to flooding in heavy rain, and causes a long detour to be undertaken by cyclists and pedestrians who wish to avoid the area. Design is currently underway.

      Cycle Parking, Farnborough - £24,000 EF

3.3 Implementation of improved cycle parking facilities in the Farnborough town centre area. This is to increase cycle security, and so encourage the use of the cycle. Sites are being identified, and facilities will consist of cycle lockers and Sheffield stands situated in high visibility areas, car parks and CCTV surveillance.

Recommendation

That Members note the progress with schemes in the Transport Capital Programme and support those approved for inclusion in the Capital Programme for 2005/06.
