AT A MEETING of the RUSHMOOR HIGHWAY AND TRANSPORT ADVISORY PANEL held at Rushmoor Borough Council, Farnborough on 18 March 2005.

68 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. Any declaration to be made at the time of the debate. There were no declarations of interest.

69 MINUTES

The Minutes of the meeting held on 8 October 2004 were agreed as a correct record and signed by the Chairman.

Minute 61 - Highway Maintenance and Minor Capital Works Programmes 2004/05


    The H.A.M.P rating system presentation requested at the last meeting was in preparation and had been arranged for 14 June 2005.

    Minute 65 - Street Lighting Report - Rushmoor


    Members sought reassurance that their comments regarding street lighting comments in conservation areas had been brought to the attention of the Executive Member for Environment as requested.

    The Chairman undertook to write to the Executive Member regarding possible action in the matter, with a copy to the Director of Environment.

    Councillor Kimber sought clarification regarding whose responsibility it was to replace lighting in parts of Aldershot. (Cullum Mews and Pavilion Housing Association).

    The County Council had records of 116,000 columns in Hampshire with details of ownership, management and maintenance.

    Details also appeared on the Rushmoor Borough Council GIS system. The County Council was to look at the serviceability of the lights in question.

    Councillor Dibbs raised the issue of road closures and works in Mayfield Road, Farnborough and poor communications with contractors leaving the road closed. Members were to be advised in advance of road closures in future.

72 PROGRESS UPDATES ON SCHEMES IN THE CAPITAL PROGRAMME

      The Panel considered the report of the Director of Environment (Item 5 in the Minute Book) on Schemes In the Capital Programme.

      It was requested that the installation of the proposed Toucan crossing at Summit Avenue, Farnborough be organised to take place during the construction phase of the pedestrian/cycle route. This was to be investigated.

      RESOLVED:

      (i) That progress with schemes in the Transport Capital Programme be noted, and those proposed for inclusion in the Capital Programme for 2005/06 be supported.

      (ii) That efforts be made for the installation of the proposed Toucan Crossing at Summit Avenue, Farnborough, be constructed expeditiously.

73 HIGHWAY MAINTENANCE AND MINOR CAPITAL WORKS PROGRAMME 2004/05 AND 2005/06

The Panel considered the report of the Director of Environment (Item 6 in the Minute Book) outlining progress with the 2004/05 Highways Maintenance Programme details of the 2005/06 Highways Maintenance Programme and progress on minor Capital Works (under £10,000 schemes) and proposals for the 2005/06 Programme.

The total revenue allocation for Rushmoor for 2004/05 was £289,000; and the capital allocation was £1,135,820 (2004/05 Highways Maintenance Budget).

Councillor Dibbs requested that the control of weeds be transferred back to Rushmoor Borough Council at the end of the present contract in 2 years time.

Councillor Clifford requested that money allocated to schemes in roads involved in boundary changes be re-allocated to other schemes, in particular:-

Busk Crescent, Farnborough (surface dressing) to Fowler Road for the replacement of damages verges.

RESOLVED:

      (i) That the report be noted.

      (ii) That maintenance works at Busk Crescent, Farnborough be no longer considered as a priority and that money be re-allocated addressing maintenance problems elsewhere.

74 CAPITAL MINOR WORKS PROGRAMMES 2004/05 AND 2005/06

The Committee considered the report of the Director of Environment (Item 7 in the Minute Book) outlining aspects of the Capital Works Programmes 2004/05 and 2005/06.

Within the Capital Minor Works Capital Programme 2005/06 the scheme at paragraph 3.2(iv) Aldershot and Farnborough Town Centre Improvement to pedestrian signing was no longer required and that finance would be re-allocated to Aldershot, North Camp.

RESOLVED:

      (i) That the report be noted.

      (ii) That the following schemes be included in the Minor Capital Works Programme for 2005/06 in order of priority (from the Appendix):-

        · Marrowbrook Lane, Farnborough

        · Prospect Road, Farnborough

75 TRAFFIC MANAGEMENT PROGRAMMES

The Committee considered the report of the Director of Environment (Item 8 in the Minute Book) regarding the main traffic management work completed and in progress in the Rushmoor area in 2005/06.

RESOLVED:

That, the report be noted.

76 CASUALTY REDUCTION PROGRAMMES

The Panel considered the report of the Director of Environment (Item 9 in the Minute Book) on the Casualty Reduction Programme, including the Hampshire and Isle of Wight Camera Safety Partnership casualty reduction programmes for 2004/05 and 2005/06.

The Casualty Reduction Programme was on target to meet the 2010 reduction and that the lowest ever casualty figures had been recorded in 2004.

Speed limit repeater signs were requested in Clock House Road, Farnborough and on the A325 in the interest of road safety.

RESOLVED:

      (i) That the report be noted.

      (ii) That an audit of 30 mph speed limit signs in place be examined against the criteria and a future report be made to the Panel.

77 TRAVEL PLAN PROGRAMMES

The Panel considered the report of the Director of Environment (Item 10 in the Minute Book) updating on the Workplace and School Travel Plan for the Rushmoor area.

The School Travel Planning Team continued to make progress with over 330 schools throughout the county engaged in the production of Travel Plans.

RESOLVED:

That progress with the delivery of the workplace, school and personalised travel planning and safer routes to schools programmes in the Rushmoor area be noted.

78 OTHER HIGHWAY RELATED PROGRAMMES

The Panel considered the report of the Director of Environment (Item 11 in the Minute Book) on programme details for Regeneration of Older Urban Areas; Intelligent Transport Systems; Bridgeworks; and Development related works.

The street lighting maintenance contract continued to provide a high level of serviceability with 99.4% of street lights on at any one time.

The column replacement programme set out at paragraphs 4.2 and 4.3 were noted.

RESOLVED:

That, the report be noted.

79 PASSENGER TRANSPORT REPORT

The Panel considered the report of the Director of Environment (Item 12 in the Minute Book) outlining the services provided by the Community Transport Sector and an update on work which was being undertaken to review the future funding levels and format.

The Quality Bus Partnership continued to be successful in attracting more passengers, with route 1 between Aldershot and Camberley achieving 17% more journeys between November 2004 and January 2005.

Members requested that a survey be carried out on the Prospect Estate to ascertain resident's requirements for bus services in the area.

RESOLVED:

      (i) That the report be noted.

      (ii) That consultation be carried out with residents on the Prospect Estate, Farnborough seeking views to ascertain which bus services they require.

80 LOCAL MEMBERS ITEMS

The Committee considered Local Members Issues (Item 13 in the Minute Book) raised by Rushmoor Borough Council Members and set out in the Appendix to the report.

The following answers were given:-

      (i) Parking issues were being investigated where safety issues existed.

      (ii) The Borough Council would liaise with the County Council regarding lighting improvements.

      (iii) This had been resolved.

      (iv) Works were underway in Sandy Lane, Farnborough to repair footways. This may resolve some problems experienced by mobility scooters and wheelchairs.

      (v) Southern Electric were dealing with lighting where dispute existed.

      (vi) Performance clauses were contained in the maintenance contract, and monthly monitoring was carried out with contractors.
