1. Summary
1.1 The following decision is sought:
That approval be given to the increase of land area to be acquired under the previously approved Compulsory Purchase Order at Hartley Wintney (as shown on Drawing Number 17/A323/23/900) to approximately 130 square metres to be taken into the highway (Order land) and approximately 127 square metres to permit access and future maintenance (Rights land).
2. Reason
2.1 This decision supports Aim 4 (Building Strong and Safe Communities) of the Corporate Strategy in pursuit of the construction of the signalled pedestrian crossing on Fleet Road, Hartley Wintney to improve the safety of road users.
2.2 On 11 November 2003 approval was given by the Executive Member for Spatial Strategy to proceed with investigating the options available in relation to the provision of appropriate replacement common land and to commence statutory procedures towards securing Ministerial consent towards finalising the necessary arrangements for the crossing. Consent is now sought for increasing the area of land to be acquired following negotiations over the procedure to be followed in the compulsory purchase of the common land.

3.1 No other alternatives are considered appropriate as set out in the previous report.
