1. Summary

1.1 The following decisions are sought:

      1. That the Executive Member for Environment recommends approval of the proposal that additional, above contract, recycling capacity is purchased from Hampshire Waste Services on the terms set out in the attached confidential report.

      2. That comments are invited from the Policy and Resources Scrutiny and Select Committee on the proposed procurement strategy for securing additional recycling capacity in advance of need and the terms that have been negotiated.

      3. That the Executive Member for Policy and Resources approves the proposal that additional, above contract, recycling capacity is purchased from Hampshire Waste Services on the terms set out in the attached confidential report.

2. Reason

2.1 This decision supports Aim 2 (Stewardship of the Environment) of the Corporate Strategy by reducing the requirement for landfilling of domestic waste. It will also meet demand from Project Integra partners for recycling and enable statutory Government performance targets to be met.

3. Other Options Considered and Rejected

3.1 Not to secure additional, beyond contract, capacity. This would have meant that the recycling agenda in Hampshire would have to be slowed and ultimately stopped, meaning that statutory performance targets could not be achieved.

3.2 Alternatively, the County Council could have been exposed to the vagaries of market conditions and/or be required to source out of county processing options to meet the demand of Project Integra partners.
