Capital Minor Works Programmes 2004/05 and 2005/06

1. Summary

1.1 This report outlines:

            (i) progress with the 2004/05 Capital Minor Works Programme; and

    (ii) details of the 2005/06 Capital Minor Works Programme.

2. Capital Minor Works Programme 2004/05

2.1 As previously reported, the Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2004/05 programme, £250,000 was allocated county-wide, of which £16,000 was allocated for Gosport. The schemes included in the programme were:

        (i) Privett Place, Gosport £6,000

            Provision of footway

        (ii) Elson Road and Bury Road £10,000

            Uncontrolled crossing facilities - buildouts

            Total £16,000

2.2 Work in Elson Road and Bury Road is complete and Privett Road footway will be completed very shortly.

3. Capital Minor Works Programme 2005/06

3.1 The funding allocation for the 2005/06 programme county-wide is expected to be £200,000, of which Fareham, Havant and Gosport have an allocation of £50,000. Subject to final confirmation of the budget, it is anticipated that this will enable one or two schemes to be implemented within Gosport during this financial year.

3.2 The attached Appendix details the current schemes within the Capital Minor Works Programme. Each scheme has been subject to a set of ranking criteria based on its benefits. The highest rated schemes from the list are:

        (i) Grange Road

            Footway provision £5,000

        (ii) Gregson Ave/Prideaux Brune Ave

                Pedestrian Refuge £10,000

        (iii) Fort Rd, Monkton Rd to The Cresent (phase 1)

                Provide footway and lighting £10,000

        (iv) Fort Rd, Monkton Rd to The Crescent (phase 2).

                Provide footway and lighting £10,000

        (v) Privett Rd Grange Rd to Military Rd

                convert footway to shared use £10,000

        (vi) Common Barn Lane, Fieldhouse Drive

                to Fell Drive. Provide lighting £10,000

Recommendation

That Members indicate their preference for minor works schemes in 2005/06 and the Executive Member for Environment be advised accordingly.
