1. Summary
1.1 This report details the programmes for:
(i) Street Lighting;
(ii) Bridgeworks;
(iii) Intelligent Transport Systems and;
(iv) Development Related Works.
2. Street Lighting
2.1 The maintenance contract continues to provide over 99% of all street lights on at any one time with performance levels improving since the change to 'working days'. The maintenance contract was originally measured in calendar days and this has been changed to Monday to Friday, or `working days'. Further improvements are anticipated when the 'Working Closer Together' Project commences in early March 2005. This project will see the present street lighting team being split into two new sections: Corporate and Contract Delivery. The Contract Delivery team will be situated with the Contractor, Southern Electric Contracting, at its offices in Cosham and Basingstoke.
Column Replacement
2.2 The column replacement programme for the current year will be completed by the end of February.
2.3 The current position on the 2004/05 programme for the Gosport area is as follows:

2.4 A £1.7m programme for 2005/06 is scheduled to commence in April. The proposed programme for works is still to be agreed but locations in the Gosport area are as follows:-

Community Safety Initiative (CSI)
2.5 The CSI programme for 2004/05 is nearing completion but has been affected by a number of late withdrawals.
2.6 The programme status for the Gosport area is as follows:
(i) Pettycot Crescent f/p, Gosport - work carried out with above Column Replacement scheme
(ii) Monkton Walk/Hazelworth Crescent link footpath - works programmed March
2.7 Bids are currently being assessed for the draft 2005/06 programme for the Gosport area.
Other Works
2.8 Other works have been ordered for the Gosport area funded either from developer contributions or underspend on the maintenance budget and utilised to bring forward column replacement work.

Energy
2.10 Following the start of the new supply contract in April 2004, consumption has tended to rise at a higher rate than expected. The reason for the unexpected rise in the early part of the year has been investigated but no clear explanation has arisen. However, this trend has now reduced and energy is expected to be contained within the readjusted budget.
New Computer System
2.11 The new street lighting computer management system., Deadsure, replaced the previous system, SLIMS as the main tool for monitoring the street lighting maintenance contract on 10 February 2005. The new system was required as SLIMs was mainframe-based and the mainframe is due to be switched off at the end of March 2005.
2.12 There are still problems to solve but the inclusion of the street lighting GIS database and the expectation of the web browser and mobile field based operational returns make this an exciting prospect for the future.
3. Bridgeworks
3.1 The Bridges Section of the Environment Department is responsible for all existing County highway structures, together with new structures built as part of road works, housing and industrial schemes. This covers inspection, maintenance, replacement, load assessment and strengthening.
3.2 Raynesway Construction Southern (RCS) carries out most maintenance through a term contract. Some specialist works, such as graffiti removal, and larger schemes, such as bridge replacements, are awarded by tender.
3.3 Most work on bridges is capital funded via the Local Transport Plan (LTP), but inspections, routine maintenance and environmental maintenance of subways are revenue funded.
Load Assessment and Strengthening
3.4 This programme was brought about by EU legislation that allowed 40 tonne lorries on our roads from 1 January 1999. The assessments are now complete and strengthening of sub-standard bridges is ongoing.
Road/Rail Interfaces
3.5 Following the Selby crash in February 2001, parapets and safety fences at road/rail interfaces, most of which are bridges, have been prioritised. There is a rolling programme for protective measures and this will continue over several years, as funding is made available.
Aluminium Parapets
3.6 The Highways Agency has identified that aluminium vehicle parapets made by BACO, installed before 1994, are not to current standards. All such parapets on county bridges have been prioritised and a contract awarded to RCS for their replacement. Work on-site started in September 2004 and is due for completion in March 2005. Details for individual bridges are set out below.
Structural Painting
3.7 A contract for structural painting, and details on bridges affected are being prepared and will follow, as they are finalised.
Gosport Specific Bridgeworks
Ann's Hill Bridge
3.8 This bridge carries Ann's Hill Road over the disused railway line and has severe deterioration of the concrete fence panels. Mackleys replaced the panels on the west side during July to November 2004, using off-peak single lane traffic controlled by temporary signals.
3.9 It is planned to replace the panels on the east side during a similar period in 2005. Traffic management will probably be similar to that for the west side, but exact details will follow, when agreed with the contractor.
Alver Bridge
3.10 This bridge, which carries the C411, Alver Road over Alver Lake, is not to current standards and has extensive damage to the concrete. A feasibility study is continuing on the long-term solution, which may be a replacement bridge or a traffic restriction, such as a weight limit.
3.11 This study will include local consultation, particularly on any traffic restrictions. If a replacement bridge is the best option, this will be considered for the LTP submission in July 2005.
4. Intelligent Transport Systems Group (ITS)
4.1 The ITS Group of the Environment Department manages the feasibility, design, implementation, operation and maintenance of traffic control and traffic and travel information systems throughout Hampshire. In 2004/5 ITS deployment has reached significant levels, increasing the amount of on-street ITS equipment operated and maintained by the ITS Group. The Traffic Management Act and the guidance for the LTP has placed further responsibility on the ITS Group for the monitoring of and improvement to the operation of the highway network.
4.2 Progress on schemes 2004/5 within Gosport is as follows:-
(i) New signals for A32 Weevil Lane, Gosport. This scheme is currently undergoing a detailed design check, and installation will be dependent on the developer's programme.
(ii) Changes will be made to the traffic signals on the A32 to improve their efficiency, reducing unnecessary stoppage of traffic on the A32.
(iii) The central county-wide Real Time Passenger Information System (RTPI) is now in place and works are underway to establish RTPI for the A32 corridor including the provision of electronic displays at key bus stops. This initiative requires integration with Portsmouth City Councils RTPI system as data will be used from automatic vehicle location technology already installed on the buses as part of the Portsmouth system. STOPWATCH also allows for the dissemination of information through the internet and text messages (SMS) on mobile phones.
4.3 The following schemes are proposed for implementation during 2005/06:
(i) Existing cycle crossings on the Peel Common cycle route are to be converted to Toucan crossings as part of the Broom Way cycleway scheme.
(ii) New traffic signals at the junction of Portsmouth Road and Privett Road with the new link road (Cherque Farm southern junction). The new junction includes pedestrian/cycle crossings across the link road and across Portsmouth Road. New Toucan crossings are also proposed on the link road and on Privett Road. Installation is dependant on the developer's programme.
(iii) Fareham and Gosport Bus Quality Partnership includes the provision of a Bus Departure Information System (BDIS) at Gosport Bus Station and the provision of a Real Time Passenger Information System (RTPI) along the A32 between Fareham and Gosport.
(iv) BDIS provides electronic boards at each bus departure bay, giving up to date information about bus departure times, destinations, departure bays, and variations to timetable. A BDIS workstation at the First Bus Depot at Hoeford is included in the proposal. This will enable the bus operator to disseminate live information about bus services. Phase 3 of the county-wide Bus Departure Information Systems contract is being awarded to Tandata Systems. The contract includes Gosport bus station and installation will commence April/May 2005.
(v) Real Time Passenger Transport Information (RTPI) along the A32 will provide electronic message boards in bus shelters, initial installation is scheduled for sixteen bus stops and will take place during the summer of 2005.
5. Development Related Works
Cherque Farm
5.1 The last two phases of the development, 6 & 7, have commenced. Technical approval for the southern section of the link road, Cherque Way is currently being progressed with an anticipated start in the spring/summer of 2005 but is dependant on the developers programme.
Priddys Hard
5.2 Development is well advanced with all residential roads completed and under their maintenance period. The main distributor road, Heritage Way, has now been adopted as publicly maintainable highway, although there are some snagging works still to be completed by the developer. Works to improve the lighting at the Grove Road, San Diego Road junction is programmed to commence in March 2005.
5.3 The Heritage site outline planning application for 198 dwellings has been approved and detailed plans of the proposed roads have been submitted for technical approval.
Royal Clarence Yard
5.4 Development is advancing with existing roads being improved and new roads being constructed. None of these roads have been offered for adoption, including Weevil Lane. Final technical details have been submitted for the construction of the traffic light junction with Mumby Road however works are dependant on the developers programme.
Daedalus Married Quarters
5.5 Works are due to commence shortly on Phase 1 for 148 dwellings, with a further 152 dwellings planned for Phase 2. Access will be taken from Cherk Lane which will be improved to adoptable standards.
Other Development Works
5.6 Section 38 Development work currently being undertaken by Hampshire Highways within Gosport area is detailed in Appendix 1.
5.7 External funding and schemes relevant to that funding, and controlled by the County Council's Development Control section are detailed in Appendix 2.
