43 MINUTES
The Minutes of the meeting of the Committee held on 8 December 2004 were confirmed as a correct record.
44 MATERNITY SERVICES IN PORTSMOUTH AND SOUTHWEST HAMPSHIRE
Sam Meyer reported on the meetings of the Joint Committee held to date. He gave details of the parties that had given evidence and agreed to circulate a list of all those that had given evidence to all Members. Councillor Stephens asked that the Joint Committee give consideration to the travel problems that pregnant women and their families from the Isle of Wight had when it was necessary for babies to be delivered on the mainland.
45 CAPACITY MAP
Denise Holden circulated the reply the Chairman had received to his letter to the Chairman of the Strategic Health Authority expressing serious concerns about capacity map proposals. Members were disappointed with the response as it had not adequately addressed the concerns raised, it failed to bring together the needs of the population and there was no clarity as to how the proposals fitted in with provision in the area. It was agreed that the Chairman should seek a meeting with the Chairman of the Strategic Health Authority to express the Joint Committee's serious concerns.
46 MID AND SOUTH WEST HANTS : SURGICAL SERVICES RECONFIGURATION
Denise Holden presented a report on plans to create a single surgical service across Southampton, Winchester, Lymington and Andover. Informal discussion about the plans had taken place, but no information was available on consultation and engagement with patients and public.
47 HEALTH SCRUTINY WORKS
The Chairman presented the Democratic Health Network review of effective local scrutiny which had incorporated information submitted by Hampshire and the Isle of Wight.
48 ISLE OF WIGHT INTEGRATION
Councillor Stephens gave details of the proposals for the integration of health, social and public services in the Isle of Wight. A task group had been set up to assess the proposals, which included the setting up of a Trust to administer the scheme. The scheme could only proceed if all parties concerned had a balanced budget. A formal report was to be presented to the overview and scrutiny committee next week.
49 UPDATE FROM LOCAL AUTHORITIES
Hampshire
The final reports on Access to Therapy Services for Children in School and Pre-school were to be reported to the Health Review Committee next Tuesday and responses were still being received on the consultation on the Framework for Assessment, overall people were being very supportive.
Southampton
A notice of motion had been presented to the full Council about cleanliness in hospitals and the Senor Infectious Control Nurse had given a presentation. Issues being considered were smoking in city offices, floridisation of water, housing needs for the mental handicapped and the special needs in hospital for people with a learning disability.
Isle of Wight
Concentration had been on the integration of services and health lifestyles were continued to be looked at with a final report due to be considered next month.
Portsmouth
Concentration had been on the joint scrutiny of provision of maternity services in Portsmouth and Southeast Hampshire. Councillor Charlton wished to thank all officers and members involved for their hard work in seeing this process through.
