1 Summary

1.1 The following decision is sought:

That the New Relationship with Schools is implemented for all secondary schools in Hampshire from September 2005 and the approach set out in the report to the Education Policy Review Committee on 15 March 2005 "The New Relationship with Schools: National Roll-out" be endorsed.

2 Reason

This decision supports Aim 1 of the Corporate Strategy, maximising life opportunities by strengthening the approach to school improvement in secondary schools and thus leading to higher levels of educational achievement.

3 Other Options considered and rejected

The alternative is to wait until January 2006 or Easter 2006 to roll-out the new relationship. This would lose the momentum already gathered through Hampshire's position as a trial authority for this scheme and pose a further risk that Hampshire would lose its potential to affect the future national direction that the scheme will take.
