Variety of reasons lead to service delivery

Children with language programmes updates on a yearly basis, service to as many children with need as possible, criteria to ensure that the children with the most need are targeted

See previous page. I am not able to separate Portsmouth from Hampshire

Sure Start, not education auth but direct funding from schools

b) comments

Some funding from LEA but does not lead to service development

Specific projects such as Earlybird training, other from schools to provide a specific service. It is difficult to full fill some of these and develop the service through these initiatives

CRES has taken a substantial amount out of the budget

30 hours across 3 Sure Start & services 28hr Assistant

7 Barriers impacting service delivery

Lack of resources, Increase in the demands on the service, Impact of inclusion policy on mainstream service, impact of HV changes in their own service will have impact on SLT referrals

Inclusion, Parental expectations, Agency/Professional expectations, lack of resources

Impact of inclusion on small services, rising expectation of users, Demand and capacity, Recruitment and retention of staff

Cultural/ philosophical differences between Health & Education, roles & responsibilities of Class teacher, SLTs, SENcos, Teacher advisors etc, Lack of time to follow up programmes & Advice

Need to revisit protocol for the reply services working within education. Need to clarify respective roles of Therapists / School Staff / Commissions / Education Authority

8 Any other comments

Not asked Hants specific info on questionnaire.

Health & Education need to spend time truly exploring the relationship between the two services from strategic development -> Commissioning -> Service delivery to look at how together agencies can bet meet the needs of children

I have found this questionnaire quite tricky to complete. All SLT & O.T & PT are hosted in South East Hants and cover Portsmouth City to. The expectation from the PCTs is that all services are delivered equally according to clinical need. The answers must take account of a bigger area than just the south east of Hampshire. All services wish to remain hosted.
