Landlord funded work connected with this scheme
It is proposed to replace the existing doors to the corridor link as part of this scheme. Funding of £8,000 is available from the Policy & Resources 2005/06 Capital Repairs budget.
Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £6.83 for each m² of new accommodation. This would give an increased running cost in the order of £1,965/annum. However, removal of the existing temporary classrooms would give a saving in the order of £890/annum.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
Cove Junior School is located at Fernhill Road, a residential area in the centre of Cove. The site is bounded to the north, south and east by housing, with Fernhill Road running along the western boundary.
Area including comparison with local/national standards
The total site area is 3.26 acres (1.32 hectares). The DfES guideline for a school of this size is 3.89 acres (1.575 hectares).
Access
Vehicular and pedestrian access to the school site is from Fernhill Road. The contractor's access for the duration of the works will be via a separate temporary entrance to the north of the site, with a compound located towards the north of the site on the hard play area.
Existing buildings and temporary buildings
The original Victorian school building was erected in the 1870s, with several pitched and flat roof extensions, of traditional construction, being added subsequently. There are currently three temporary classrooms on site and these will be removed on completion of this scheme.
Results of trial boreholes
Ground conditions consist of made ground overlying Bracklesham Beds consisting of loose silty clayey sand of uniform composition. Conventional spread footings with ground bearing floor slabs will be used for the proposed development.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed 3-classroom extension is located to the east of the site and will incorporate a ramped entrance to provide accessibility via the eastern side of the building.
The music/drama and kiln rooms are located to the north of the site and adjoin existing classrooms. A ramped entrance is also proposed to serve this area of the school. The two ramped entrances will facilitate accessibility to all areas of the school.
The proposed scheme will provide the following accommodation:
· 3 classrooms
· resource area
· cloakroom
· storage area
· 2 accessible toilets
· music/drama room
· kiln room
· resources store
It is also proposed to replace existing doors to the corridor link as part of this scheme.
Places provided
On completion of the project the permanent accommodation will provide 300 pupil places.
4 The Proposed Building
Type of construction, finish and appearance
The proposed extensions will be of traditional brick construction with pitched roofs covered in slate to complement the existing building. Doors and windows will be painted timber.
Accessible facilities
Two ramps will be incorporated into the entrances of both extensions to provide access to all parts of the school.
Two accessible toilets will also be provided by adaptations within the existing building.
Heating and ventilation systems
The existing heating systems will be extended to serve the new areas. The new classrooms will be heated by low-surface temperature radiators and the Music/Drama room by under floor heating.
The new classrooms and resource area will have natural ventilation (opening windows). The Music/Drama room will have a supply and extract system with the air handling unit located in the roof void.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
These proposals will not affect the current car parking at the school.
Landscape proposals
New paved areas and soft landscaping will be provided in the areas surrounding the proposed new buildings. Lost playground areas will be reprovided in the location of the temporary classrooms (which are to be removed on completion of the scheme).
Situation on site and environmental impact
The new buildings have been designed to complement the existing Victorian school, with facing brickwork and pitched slate roofs. The music/drama studio will rationalise the area to the north of the site and is screened from adjoining housing by hedging. The extension to the east of the site is adjacent the school playing fields and screened from housing on the southern boundary by hedging and mature trees.
6 Planning
A detailed planning application was submitted during January 2005.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
Funding will be provided from the Education Department's capital programme, likely to be supplemented by school funding.
