Landlord funded work connected with this scheme
There are some existing surface water and foul drainage issues on the site which are currently being assessed with a view to including any necessary works as part of this scheme.
Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £6.13 for each m² of new accommodation.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The Mountbatten School and Language College is located at Whitenap Lane, Romsey, Hampshire. The school site is bounded by housing to the north and west boundaries, with playing fields and open land to the south and east and woods and fields to the southwest. The proposed works are located on the southern side of the school campus, away from residential areas.
Area including comparison with local/national standards
The total site area is 24.9 acres (10 hectares). The DfES guideline for a school of this size is 25.01 acres (10.12 hectares).
Access
The existing pedestrian and vehicular access is from Whitenap Lane.
The contractor will use the main school access for the duration of the contract. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
The school site consists of a range of traditional and SCOLA system buildings, dating from 1969 onwards, the most recent addition being a music/drama block building which was constructed in 1998. These buildings are considered to be in a fair condition for their age and type. There are currently no temporary buildings on site and none are required for this scheme.
Results of trial boreholes
Soil investigation information is available from trial holes excavated adjacent to the proposed extension. The soils comprise topsoil and a thin layer of clay overlying a clayey gravel. Conventional trench fill foundations will be used with a beam and block suspended ground floor.
Mains services position
It is proposed to upgrade the mains electricity supply as part of this scheme.
Provision has been made within the appraisal for drainage works associated with the new accommodation. There are, however, some existing surface water and foul drainage issues on the site which are currently being assessed with a view to including any necessary works as part of this scheme.
Other mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed extension and refurbishment works will provide the following accommodation:
· new entrance
· staff room
· inclusion room
· office
· office/meeting room
· kitchen
· store areas
· male wc
· female/accessible wc
The extension is located to the west of the existing Humanities Block. The new entrance will be from the northeast, adjacent the proposed new offices.

Nil.
4 The Proposed Building
Type of construction, finish and appearance
The proposed extension will be of brick/block construction to complement the existing building. It will have aluminium double glazed windows and doors and a profiled metal covered pitch roof to the staff room. The other areas will have a high-performance roof covering.
Accessible facilities
An accessible wc will be provided in the refurbished toilet area. The building has been designed with level access throughout.
Heating and ventilation systems
The existing gas boiler serving hot water radiators will be extended to serve the new accommodation. Simple extract ventilation will be provided to the wcs and the kitchen.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5. External Works
Car parking
The extension will reduce an area of hard standing which is currently used for overflow car parking. There will be no change to the permanent car parking as a result of this scheme.
Landscape proposals
The areas around the proposed extension will be relandscaped and some new tree planting will be included as part of the scheme. A number of small trees will be removed to make way for the extension.
Situation on site and environmental impact
The proposed extension is located to the south of the existing school buildings, away from residential areas and is separated from Luzborough Lane by a mature tree/hedge line. The location chosen for the extension is the most appropriate and provides an ideal aspect for the staff room, with views over the school fields and tennis courts. A number of semi-mature oak trees have been assessed as an increasing risk to the foundations and structure of the existing building by the Arboriculturist and Structural Engineer and will therefore be removed as part of this scheme.
6 Planning
A planning application is expected to be submitted to the Director of Environment imminently.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
To be funded by the school.
