Major Projects Status Report

Report of the Director of Property, Business and Regulatory Services

 

How the conclusion in this report fits with the Corporate Strategy

This scheme will impact on the delivery of the following Corporate Aims

Aim 1 - maximising life opportunities - by providing new and/or improved teaching accommodation to be enjoyed by the schools.

Aim 5 - improving services - by providing good quality buildings that enable service delivery.

1. Summary

1.1 This report presents an update of the major projects for which appraisals have been approved by the Executive Members for Policy and Resources and Education which are now being progressed through to completion.

1.2 The report seeks approval to the schemes being undertaken at various Secondary Schools under the NDS Modernisation 2005/06 Schools Specialist Accommodation programme.

1.3 The report also seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.

1.4 Appendix 3 shows those capital projects for which an allocation has been made in the Education Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.

2. Schemes Recently Completed

2.1 Since the December 2004 meeting of the Executive Member - Education, schemes at the following schools have been completed and the new accommodation handed over to the County Education Officer. All of these schemes remain financially on target:

3. Additional Works and Funding added at Pre Contract Stage

3.1 Appendix 1 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.

3.2 Additional funding has come from various sources including increased Education Capital Programme allocations and inflation and tolerance adjustments; additional school funding for specific additional requested works and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.

4. Additional Works and Funding Added Post Contract

4.1 The following schemes have had further funding added to the contract for specific additional works.

4.2 Amery Hill Secondary School

4.2.1 A contribution of £40,000 has been made towards this major building project from the Policy and Resources 2004/05 External Works budget for ground works associated with the new Synthetic Turf Pitch (STP). The project was successfully completed during November 2004.

4.3 Hatch Warren Infant and Junior Schools

4.3.1 Funding of £25,050 from the Junior School has been added to this contract for additional requested works to the IT Suite and Staff kitchen. A contribution of £24,000 has been made from the Policy and Resources 2004/05 Capital Repairs budget to upgrade the fire alarm system.

4.4 Lee-on-Solent Infant and Junior Schools

4.4.1 A contribution of £10,000 has been made from the Policy and Resources 2004/05 External Works budget for additional landscaping associated with major scheme being undertaken at these schools, which was successfully completed during November 2004.

4.5 Nightingale Primary School

4.5.1 A scheme to provide an Early Years Centre at this school was approved in June 2004 and work commenced on site during November 2004. Additional funding of £98,782, excluding fees, has been added to the contract from the Early Education - permanent facilities 2004/05 budget for additional works in the car park and additional decorations and floor finishes. Further funding of £48,000, excluding fees, has been added from the Education 2004/05 Capital Programme contingency for the provision of a Multi Use Games Area (MUGA).

4.6 Portchester Community School

4.6.1 Additional funding of some £156,446 has been added to this major project. £48,160 from the Schools Access Initiative (SAI) 2004/05 budget and £83,286 from the Policy and Resources 2004/05 NDS Condition fund have enabled a new canopy to the schools main entrance. This will allow the drop-off and pick-up of physically disabled pupils. The school have also contributed £25,000 towards the construction of a cycle path.

4.7 Westgate School

4.7.1 Contributions of £9,200 from the Policy and Resources 2004/05 NDS Condition fund and £3,250 from the Policy and Resources 2004/05 Capital Repairs budget have been added to the major project at this school for the removal of asbestos and to replace gutters.

5. Current Position

5.1 This section gives the summarised position of the major projects, which have already been approved by the Executive Members for Policy and Resources and Education. Those schemes with works on site are reported as being financially on target unless otherwise indicated elsewhere in this report.

5.2 Connaught Secondary School

5.2.1 A design project appraisal for the construction of a Fitness Suite at this school was approved by the Executive Member Education in July 2004. The estimated cost of the work was £225,000, excluding fees, which was to be fully funded by Rushmoor Borough Council (RBC). Since that time the school withdrew support for the scheme and the project will not proceed. RBC are to use the funding elsewhere.

5.3 Grateley Primary School

5.3.1 A project to construct a new hall at this school commenced late August 2004 and was due to complete late January 2005, however the work was completed in March 2005. The main reasons for the delay can be attributed to unforeseen additional ground works encountered early in the contract, inclement weather and the inclusion of additional works to the scope of the project.

5.4 Henry Cort Community School

5.4.1 A scheme to extend the sports and changing facilities a the above school commenced during July 2004 and was due to complete mid January 2005. Due to inclement weather, delays in the sub-structure works and variations to the contract requested by the school, the scheme completed in late February 2005.

5.5 Hythe Primary School

5.5.1 A project to provide a new Hall, Kitchen Music room and Therapy room commenced during November 2003 and was due to complete during August 2004. During this time the contractor undertaking the work went into receivership and Benson Ltd were appointed as completion contractor. Following a halt in the works whilst arrangements were made to appoint a new contractor, work successfully recommenced and the scheme was completed during January 2005.

5.6 Long Sutton Primary School

5.6.1 A scheme to extend classrooms and undertake internal alterations commenced in May 2004 and was due to complete during October 2004. Due to delivery issues associated with the beam and block floor, the classrooms were not available for use by the school until late December 2004, when partial possession for this element for the work was given. Practical completion of the whole project was issued mid February 2005 to allow the external works associated with the scheme to be completed.

5.7 Park Primary School

5.7.1 Work to construct a new Early Years Centre at this school was due to complete during October 2004 following a seven month contract period. Due to the delays in providing a new gas supply to the building the scheme was delayed by one month and was completed in late November 2004.

5.8 Portchester Community School

5.8.1 Due to additional items of work as outlined in paragraph 4.6 above the major project at this school will now complete during mid April 2005.

5.9 Westgate School

5.9.1 A project for new administration accommodation, science upgrade and classroom extension commenced at this site in April 2004 and completed during January 2005. This is one month later than previously reported due to delays in the removal of a gas main by Transco.

5.10 Wherwell Primary

5.10.1 A scheme to extend and internally alter the accommodation at this school was due to complete during February 2005. During the construction period bat roosts were found and work ceased in the existing building and new accommodation during November 2004. It is envisaged that work may not be able to recommence until April 2005 to comply with DEFRA regulations surrounding the protection of bat roosts. A revised programme of work is currently being established with the contractor which is expected to lead to a revised completion during July / August 2005. There will be additional costs associated with delaying the works beyond the County Council's control and these will be confirmed when the extent can be fully determined.

5.11 Wildern Secondary School

5.11.1 A scheme of over £2m to provide sports facilities and a Learner Pool at this school was due to complete during December 2004. Due to the requirement to re-route services through the existing building and changes in the brief requested by the school work was completed during early March 2005.

6. NDS Modernisation 2005/06 - School Specialist Accommodation Programme

6.1 At the January 2005 meeting of the Executive Member - Education approval was given to the 2005/06 programme for expenditure of the New Deal for Schools (NDS) Modernisation funding. Included in this programme was funding for the refurbishment of specialist accommodation in secondary schools. Appendix 2 details the School Specialist Accommodation Programme for 2005/06.

6.2 Robert Mays Secondary School

6.2.1 From the 2005/06 programme an allocation has been made to Robert Mays Secondary School of £132,000, excluding fees. It is proposed to undertake a package of work at this school to the value of £373,000, excluding fees.

6.2.2 The work will comprise the creation of a new Science laboratory and Science preparation area by remodelling two general classrooms and also the complete refurbishment of three existing science laboratories and a science preparation room, together with the replacement of a ceiling and light fittings in a further science laboratory. These works will also involve the upgrading of the fire protection to the ceiling and ceiling voids.

6.2.3 The funding, excluding fees, has been made available from the following sources:

    Education NDS modernisation fund 2005/06 132,000

    Specialist School funding 2004/05 87,000

    School 154,000

    Total 373,000

6.2.4 The scheme will be competitively tendered and it is anticipated that work will commence on site during June 2005 and be completed during September 2005.

6.3 Mill Chase Community School

6.3.1 An allocation from the 2005/06 NDS Modernisation programme of £331,000, excluding fees, has been made to this school to refurbish two science laboratories and two food technology rooms. Included as part of these works will be the refurbishment of two existing classrooms and ancillary accommodation into a Learning Support / Learning Difficulty Unit and funding for this element of the work will come from the 2004/05 schools Access Initiative fund.

6.3.2 Approval to negotiate this scheme with Mansell Construction Services Ltd is being sought at the April 2005 Executive Member Policy and Resources meeting. This contractor has undertaken works of the same nature under previous NDS Modernisation Programmes.

6.3.3 The total estimated cost of the scheme is £439,000, excluding fees, to be funded as follows:

    NDS Modernisation fund 2005/06 331,000

    Schools Access Initiative fund 2004/05 108,000

    Total 439,000

6.3.4 It is anticipated that work will commence on site during June 2005 and be completed during September 2005.

6.4 The Toynbee School, Noadswood School, The Hayling School, Aldworth Science College

6.4.1 Each of the above schools have been allocated funds from the NDS Modernisation fund 2005/06 for the refurbishment of their Design Technology classrooms.

6.4.2 It is proposed that work at the four schools are combined to make one project and that the package of work be negotiated with Nolan Davis Contracting Ltd who have successfully completed packages of similar works under previous NDS Modernisation programmes. Approval to negotiate this scheme with this contractor is being sought at the April 2005 Executive Member Policy and Resources meeting.

6.4.3 The cost of this package of work is £313,000, excluding fees, to be fully funded from the NDS Modernisation fund 2005/06.

6.4.4 Work at all four sites will commence during July 2005 and be completed during September 2005.

Conclusion

    The details of the major capital projects outlined in this report will provide greatly enhanced school accommodation and facilities.

Recommendations

1. That the position of the major projects being undertaken by the Director of Property, Business and Regulatory Services be noted.

2. That the additional funding added to the major capital projects at pre contract stage, previously approved by the Executive Members' Education and Policy and Resources at design project appraisal stage, be approved.

3. That the Executive Member - Policy and Resources approves the action being taken at various secondary schools under the NDS Modernisation 2005/06 School Specialist Accommodation Programme.
