Additional Proposals
Brookfield Community School SAI works and Scola re-cladding works
It is proposed to combine the SAI works with the scola re-cladding of B block
To meet the schools requirement to have the majority of SAI works complete by the beginning of the 2005 / 2006 school year and the funding deadline for NDS condition funding it will be necessary for these two projects to be on site at the same time .
Given the nature of the works and the fact that the works are spread across the site the only viable option is to employ one contractor to manage all of works. This will avoid any possible health and safety conflicts, minimise disruption to the school and avoid the problems associated with having two site compounds. It is intended to negotiate the cladding works with Wessex on the basis of competitive supply costs and good performance on previous projects.
It is proposed that all of the main contract work is negotiated with Brymor Contractors Ltd for the following reasons:
1. Management of programme and complexity with a preferred contractor to achieve the intended completion date
2. Brymor have recently successfully completed a very similar project at the nearby Portchester Community School, consisting of approximately 50% by value SAI works and 50% by value Scola re-cladding works.
3. The contractors project team has worked well with the building users and the design team, and the contractor has indicated that he would be able to move the site team from Portchester to Brookfield.
4. The fact that much of the work is similar will provide a satisfactory basis for negotiating and retention of established supply chains.
5. Brymor have worked satisfactorily on a number of other projects for Property Services as evidenced by recent Key Performance indicators.
Science Lab Refurbishments and new external fire escape stair at Hamble Community Sports College
Currently, competitive tenders for the refurbishment of two science laboratories at Court Moor School have been invited from five Main Contractors. It is proposed, subject to satisfactory tender returns and on-site performance, that the works at Hamble College are negotiated with the successful contractor as the works are of a common type and there is the potential to combine the procurement in terms of shared supply chains and management arrangements.
The works are being funded by the NDS Modernisation 2005/2006 programme including school contributions where appropriate. It is anticipated that the works will cost in the order of £200,000 and will be carried out during Summer 2005.
Mill Chase Community School - Refurbishment Science labs, Food Technology Rooms and the Formation of a Learning Support/Learning Difficulty Unit
The NDS Modernisation 2005/2006 programme includes the refurbishment of two science laboratories and two food technology rooms at Mill Chase School. The refurbishment of two existing spaces (including ancillary accommodation) into a Learning Support/Learning Difficulty Unit from SAI 2004/2005 funds is also proposed.
It is proposed that these works will be negotiated with Mansell Construction Services Ltd who successfully carried out similar works at various schools during the 2004/2005 NDS Modernisation programme having secured the works through competitive tender. The previous pricing framework and utilisation of established supply chains will be used as a basis for the negotiation.
It is anticipated that the works will cost in the order of £439,000 and will be carried out during Summer 2005.
Refurbishment of Design Technology Spaces at The Toynbee School, Noadswood School, The Hayling School and Aldworth Science College
The NDS Modernisation 2005/2006 programme includes the refurbishment of Design Technology Spaces at the above schools.
It is proposed that these works will be negotiated with Nolan Davis Contracting Ltd who have successfully carried out similar works at various schools over a period of years during previous NDS Modernisation programmes. The previous pricing framework and utilisation of established supply chains will be used as a basis for the negotiation.
It is anticipated that the works will cost in the order of £313,000 and will be carried out during Summer 2005.
Hard Landscaping Framework
Two pilot frameworks were introduced in 2004/5 following a competitive tender process. The pilot frameworks were primarily to deliver improved access arrangements and resurfacing works to external paved areas at 28 schools across the County. The majority of the work undertaken is of a very small nature. The work was split into two packages procured under a two stage process.
At this stage Rocon, the contractor undertaking projects in the north of the county is achieving a very high performance rating and based upon the successful completion of 12 projects. It is proposed to extend this framework for 2005/6 projects and to tender a maximum of two new frameworks to create capacity for further programmes of work. The exact size of each of these frameworks will be determined by the amount of work generated by a number of separate funding streams, but would have a value ceiling of about £400,000. The extended arrangements will also included some larger schemes, some of which will be in excess of £75,000. The following potential projects have been so far been identified:
1. Hart Plain Infants and Junior Schools funded from Safer Routes for Schools project £150,000 and NDS Funding £50,000

Flat Roofing Framework
The framework will continue through 2005/6, which is the final year of the agreement.

It has been established that a significant proportion of 'roof leaks' are attributable to inadequately maintained rainwater goods. This is particularly prevalent on flat roofs with internal down pipes. A pilot scheme for roof clearance of a selection of common roof types is being prepared by way of data collection. It is intended to identify, amongst other things, condition, extent of necessary work, costs, health & safety issues and time taken. A consideration report will then be generated making use of this data to consider the options for improving the levels of roof and rainwater goods clearance and what effect this may have on disruption and remedial costs following water ingress. It is intended to use the roofing framework as part of this pilot for either lump sum maintenance or minor maintenance and repair work at an initial value of about £75,000.
External Redecoration Programme 2005/6
It is proposed to undertake the external decorations and repair programme through a combination of negotiated contracts with preferred specialists and through a element of competitive tendering. Negotiated work will be with those contractors who have performed well in prior years. This will enable resources to be secured to undertake this large programme of seasonal work. By grouping work into packages there has been a simplification of the management arrangements required by the County Council. The following packages are proposed:

Chantry House
A project has recently been tendered which is largely P&R Capital repairs funded in the sum of £310,000. the work comprises the refurbishment of the 1st and part 2nd floors of the building for Social Services Office use.
Social Services now wish to take a lease for the balance of the space on the 2nd floor to accommodate a Family Centre, replacing a building known as Woodend in Andover, which it is intended dispose of. The project to refurbish the balance this part of the 2nd floor for this purpose is in the process of being defined and the nature of the work will be very similar to the office refurbishment about to start. The work will cost in the order of £140,000 and will be added to the current works by negotiation, based on the tendered rates.

Responsive maintenance work pilot
A number of preferred small to medium size contractors are currently used to attend to minor reactive maintenance work across the estate. It is now intended to put these arrangements into a formal minor reactive works pilot framework prior to longer term arrangements as proposed elsewhere in the report. The pilots arrangements proposed will be worth up to £150,000. Each will be awarded on the basis of a best value appraisal with up to three contractors appointed from a short list of up to six preferred firms.
Floodlighting to NOF MUGAs and STPs
The above projects comprise new Multi Use Games Areas (MUGA) and Synthetic Turf Pitches (STP's) to a number of secondary school sites. It is proposed to procure the specialist floodlighting element of these projects through a preferred supply chain contractor Abacus Lighting Limited on the basis of good performance on previous projects and ability to undertake specialist design work. Abacas also carry necessary professional Indemnity insurance levels of £5milllion.
There are very few specialist in this area and Abacus has successfully designed and installed numerous floodlighting schemes for Hampshire County Council with the proposed design team. Costs will be based upon those obtained through earlier competitive tendering. Early engagement with this specialist will ensure that the intended programme of a September 2005 completion is achieved.
The projects proposed comprise the design and installation of floodlighting to three new MUGA's and two new STPs including associated electrical works:

Harriet Costello College Basingstoke: Replacement Design
Technology/Mathematics Building
Work is underway to design and procure the new building following complete loss after the major fire. It is intended to undertake the works through the major frameworks arrangements, as identified elsewhere in this report.
In the first instance a viable cost plan will be prepared with HBG, the selected framework contractor. A full project appraisal will then be prepared in consultation with the Chief Executive's Department and reported to a later meeting of this panel. In the mean time and in order to progress with the development, approval is requested to make a formal Planning Application for the replacement scheme.
The project is being progressed to achieve a viable cost plan and it is then proposed to commit to detailed design work through the framework contractor HBG at a cost of approximately £250,000.
North Popley Urban Extension, Basingstoke - acceptance of tender
A composite Project Appraisal for the phased implementation of the servicing strategy (access, services and site preparation) for the North Popley site was approved by the Executive Member for Policy and Resources on 23 July 2004. The Project Appraisal identified a total project spend of £13.5m (which has been subsequently added to the Capital Programme in the 2004/5, 2005/6 and 2006/7 financial years) to support the anticipated expenditure profile for a series of linked but separate capital works contracts. For the main servicing arrangements 6 phases of works (Phase 1a-1d, and Phases 2 and 3) were identified and in each case a scheme cost estimate identified.
The first of these contracts, Contract 1 (phases 1a and 1b) provides the access for the proposed replacement John Hunt of Everest School and also an improvement to the existing junction of Chineham Lane and Popley Way to enable increased capacity to support the development of the wider North Popley site. A contract for these works has recently been tendered and a preferred contractor, Mildren Construction Ltd, has been selected on the lowest price tendered. However, the tender price for phases 1a and 1b exceeds the total scheme estimate contained in the approved Project Appraisal by nearly 36% i.e. £597,960 (compared to the project appraisal estimate plus inflation of £437,000).
Most of the increase relates to the junction cost of phase 1b. On this basis, although there is a need to prepare a revised total scheme estimate, it is considered that the scheme funding secured will be sufficient to allow the full servicing strategy to be implemented in the longer term. Formal approval is now sought to endorse acceptance of the tender received from Mildren Construction Ltd at £597,960.
