Summary

   

1.1

The DfES announced for the fifth consecutive year a further allocation of New Deal for Schools (NDS) Modernisation funding for 2005/06. The allocation is just over £21 million. The overall Modernisation allocation is split between suitability (improvement) work managed by the Executive Member for Education and funding to address the backlog of building condition work, which is managed by the Executive Member for Policy and Resources.

A split of these resources for 2005/06 (see table below) is in the ratio of 54% to condition and 46% suitability. The Modernisation allocation for 2005/06 includes a specific sum earmarked by DfES to safeguard investment in Primary School buildings.

This report seeks approval to the allocation of NDS Condition funding for 2005/6.

NDS Condition Project Selection And Programme For 2005/06

   

2.1

A strategic approach has been taken to select major capital repairs that will have the greatest impact at schools and reduce future maintenance cycles. Specific priority areas, include repair and replacement of:

    · life expired SCOLA Mark 1 cladding systems

    · life expired roof, window and other cladding systems

    · obsolete heating, electrical and fire alarm systems

    · structural defects to buildings

    · external redecoration and associated repairs

    · external paving, fencing and drainage systems.

Appendix 1 details the 2005/06 NDS "Condition" allocation for schools based on the above priorities. Work is planned at 90 Schools, maintaining the momentum of previous years.

2.3.1

Contributions to Capital Schemes

There are increasing demands to undertake Landlord's repairs and maintenance works as an integral part of Education capital schemes. The benefits of doing so include:

    · less disruption to schools in the short/medium term

    · improved integration of work, particularly of engineering systems

    · economy of scale and efficiency from combined working.

It is proposed to set aside £1m from the Landlord's NDS Condition programme for this purpose.

Schools benefiting from NDS Condition 2001/02 to 2005/06 inclusive

   

3.1

It is estimated that some 50% of Hampshire Schools have now experienced at least one major capital repairs project from the NDS Condition Fund and some have had several major projects over this period.

   

3.2

Some key points to note include:

    · almost £56.7 million of NDS funding has been invested in addressing schools condition issues over the last five years. The investment should be seen against an overall liability in excess of £250 million.

    · Over 70% of the SCOLA mark 1 buildings have been reclad.

    · 70 school buildings have had major re-roofing.

    · 114 schemes of major heating and/or electrical renewals have been carried out.

    · 58 modern fire alarms schemes have been designed and implemented, mainly at secondary schools.

    · 223 schools have benefited from enhanced external redecoration with major capital repairs.

    · Over 65% of all pupils (110,000) are benefiting from the NDS capital repairs and external redecoration programmes that have been undertaken.

Conclusion

   

4.1

The NDS condition programme is continuing to have a noticeable impact on school buildings. Protecting the County Council's building and engineering asset base requires significant capital investment and the NDS programmes are an opportunity to address large scale replacement of building and engineering components as opposed to patch and mend strategies.

4.2

The Government has indicated that there will be two further years (06/07 and 07/08) of NDS Modernisation (condition and suitability) investment. Beyond this, the investment picture is uncertain. It is important that the opportunity is taken to replace as many major building and engineering components as possible during this period of NDS investment.

   

4.3

The Government will be providing greater levels of devolved capital to schools and it will be important to work with schools to help guide them in directing devolved capital at the highest AMP priorities.

   

Recommendation

That the Panel advises the Executive Member for Policy and Resources that approval be given to the priorities and programmes for the NDS Condition Fund allocation for 2005/06 as detailed in Appendices 1 and 2.
