Progress Update on Schemes in the Capital Programme

1. Summary

1.1 This report provides a progress update on transport schemes within the 2004/05 Capital Programme together with schemes for the 2005/06 Capital Programme that have been approved by the Executive Member for Environment on 21 January 2005. A summary of schemes is shown on the attached appendix.

1.2 The table below shows the county-wide improvement programmes for 2005/06 and, where applicable to the Basingstoke and Deane area, the report item is given for reference.

1.3 Schemes in the Capital Programme are financed from the Local Transport Plan (LTP) and/or external funding (EF) received from developers or other contributors.

2. Capital Schemes 2004/05

      A33 Ringway Roundabout, Popley Way £2.85 million LTP £650,000 EF

2.1 The A33/A339 Popley Way, Basingstoke project is part of a strategy associated with development in the area which feeds directly onto the A33 national primary route. The strategy comprises three junction improvements with a total cost of over £10 million funded from a combination of developers' contributions and LTP support. The County Council is developing a transport model which will be used to assess the likely requirements for this corridor in the light of potential longer term development and transport changes. It has been agreed therefore to hold this commitment until detailed studies have been undertaken. On 26 January 2005 the North Hampshire Transport Strategy Panel considered the inclusion of this scheme in the 2006/07 Capital Programme.

      Victory Roundabout Subways Phase 1 £100,000 EF

2.2 The Victory roundabout subways allow pedestrians, cyclists and the disabled safe access under the A3010 Churchill Way. Following the Members' meeting on site in July 2004, the reconstruction of steps, relaying of paving slabs, brickwork and lowering of drop kerbs have been completed.

      Chineham Bus Infrastructure £20,000 EF

2.3 The bus stop and infrastructure improvements with new shelters and bus sign poles at key locations along Stagecoach service 2 from Basingstoke Bus Station to Chineham were completed in autumn 2004.

      NEHTS Village Initiatives £130,000 LTP

2.4 The second stage of the Ashford Hill traffic calming which consists of footway links, a footbridge, gateway treatment and additional signing is due to start in spring 2005, subject to consultation with English Nature.

2.5 The final proposals for Sherborne St John have been agreed with the Parish Council. The traffic calming work which consists of gateways and junction improvements was completed in February 2005.

2.6 The Highclere traffic calming splitter islands with associated lining and signing was completed in spring 2004.

      A30/A340 Route 1 Bus Quality Partnership £500,000 EF

2.7 For details of this scheme see agenda item 12.

3. Capital Schemes 2005/06

      Basingstoke Route 3 QBP Popley-South Ham £200,000 LTP

3.1 For details of this scheme see agenda item 12.

      NHTS Village Initiatives £60,000 LTP

3.2 The traffic management and pedestrian improvements for Kingsclere have been delayed due to indemnity insurance problems with the Borough Council. It is hoped that these works can now be completed in summer 2005.

      Brighton Hill Roundabout, Basingstoke £1.5 million EF

3.3 Extensive discussions with the Borough Council have resulted in design changes which has revised the full signals proposal into an accident reduction scheme with an improved roundabout layout for traffic, including the possibility of a bus lane along Brighton Way. A public exhibition to show the scheme is to take place at the Borough Council and the County Library. It is expected that the works will start in autumn 2005 and last for approximately four months.

      North Popley to Town Centre Pedestrian and Cycle Routes £100,000 LTP £320,000 EF

3.4 A series of pedestrian and cycle routes have been suggested by the Borough Council to improve the accessibility of existing and future planned residential areas in Popley to the Basingstoke town centre. A priority list of schemes has subsequently been developed for design and implementation.

      Gabriel Park to Leisure Centre Cycle Route £220,000 EF

3.5 This scheme is to provide a cycle route between Gabriel Park to the West Ham Leisure Centre. A Toucan crossing is to be provided on the B3400 Worting Road with a reduced speed limit from 50 mph to 40 mph. A Project Appraisal is to be approved for a contract to be let so that work can begin.

      Victory Roundabout Subways Phase 2 £45,000 LTP

3.6 Phase 2 work of the Victory Roundabout subways is programmed for summer 2005 and will consist of completing the refurbishment of the hand rails and preparation and painting of the murals with the resurfacing of the ramps.

    New Street Bus Lane Contraflow £200,000 EF

3.7 This scheme has been carried forward from 2004/05. A contraflow bus lane is proposed for the one-way street that connects Timberlake Road towards Winton Square. This new link would provide an improved route for approximately 20 buses per hour to improve reliability and journey times. Ongoing consultations have shown support from both bus operators and passengers with concern from frontagers about loading and unloading in New Street. Basingstoke and Deane Borough Council has requested that this scheme is deferred until loading and congestion issues can be addressed.

Recommendation

That Members note the progress with the schemes in the Transport Capital Programme and support those approved for inclusion in the Capital Programme for 2005/06.
