1. Summary

1.1 The following decisions are sought:

(i) That the approach taken to managing the Rural Pathfinder programme for the South East of England be endorsed.

(ii) That a progress report on the Rural Pathfinder be submitted in September 2005.

(iii) That up to £100,000 be allocated from the corporate underspend for the duration of the programme (two years) and regular update reports be presented on the outcome of the programme.

2. Corporate Strategy

2.1 This report supports the following Aims of the Corporate Strategy:

(i) Aim 5 (Improving Services) by seeking to test new ways of improving service delivery in rural areas to meet the needs of the whole community; and

(ii) Aim 1 (Maximising Life Opportunities), Aim 2 (Stewardship of the Environment) and Aim 3 (Achieving Economic Prosperity) by protecting the environment and helping to promote high quality, accessible learning and caring services and a strong, diverse and sustainable economy in rural areas.

3. Other Options Considered and Rejected

3.1 To follow a less proactive and inclusive approach which would demand fewer management resources. This option was considered and rejected because of the importance of maximising the potential benefits from the Rural Pathfinder programme.
