1. Summary

1.1 The following decision is sought:

    That the Executive Member for Policy and Resources approves the attached Project Appraisal for the construction of a new bus station and apron area on the existing site of Havant Bus Station, at an estimated cost of £1.655 million.

2. Reason

2.1 This decision supports Aim 2 (Stewardship of the Environment) and Aim 5 (Improving Services) of the Corporate Strategy by promoting bus services and providing much needed quality facilities for bus passengers in this high usage area.

2.2 The Executive Member for Environment recommended approval of the attached Project Appraisal on 22 March 2005.

2.3 The Buildings, Land and Procurement Panel recommended approval of the attached Project Appraisal on 5 April 2005.

3. Other Options Considered and Rejected

3.1 Alternative options considered and discounted as being unable to meet the passenger and operator requirements identified in the study, include:

      (i) a smaller, lower specification building housing the main passenger facilities with a lower cost canopy;

      (ii) a simple structure providing a roof but no walls for the passenger waiting area and a `portacabin' type structure to house the bus supervisor's office and information booth; and

      (iii) a basic option of an additional bus bay but no passenger building or shelter.
