Safer Routes to School Programme 2005/06

1. Summary

1.1 The Transport Capital Programme 2005/06 provides a sum of £1.5 million towards the 2005/06 Safer Routes to School Programme, to be spent on the design and implementation of schemes. The proposed programme consists of schemes which have already been tested for feasibility and identified as priorities. This programme shows a total cost in excess of the £1.5 million allocated, as experience has shown that some schemes may be held up at consultation stage or delayed due to detailed design difficulties.

1.2 The Safer Routes to School Programme includes an allocation of £250,000 for the design and investigation of new schemes. These can either be brought forward if specific schemes for 2005/06 are delayed and need a substitute, or as the initial schemes for a programme in 2006/07, as set out in Appendix 2. The schools at which further investigations are to take place during 2005/06 are identified in Appendix 1.

1.3 Details of the individual schemes and their progress will be reported to the appropriate Highway and Transport Advisory Panel meetings. Project Appraisals will also be prepared if they are of sufficient size.

1.4 As the number of schools now engaged in the travel planning process increases the expectation that Safer Routes to School's measures will follow also increases. All schools and their current travel plan status are set out in Appendix 3. With this in mind it is intended that a justification and prioritisation criteria be prepared against which individual school travel plans can be assessed and priorities be determined. This criteria will be reported to the Executive Member for Environment at a future meeting for approval.

Recommendations

1. That the programme outlining the expected implementation of the Safer Routes to School schemes, as set out in Appendix 1 and explained in paragraph 1.1 of the attached report, at a total estimated cost of £1.8 million be approved, with expenditure controlled to £1.5 million in 2005/06.

2. That preparatory work be undertaken on the provisional programme for 2006/07, as set out in Appendix 2.

3. The budget is provisionally allocated to projects pending consideration of alternatives to achieve 2.5% efficiency savings on all projects and programmes, work with the local community and more detailed design work.
