1. Summary

1.1 The following decision is sought:

    That approval be given to implementing traffic management schemes for Kingsclere and North Warnborough, to be funded from the 2005/06 North Hampshire Transport Strategy (Village Initiatives) budget of £60,000.

1.2 The budget is provisionally allocated to projects pending consideration of alternatives to achieve 2.5% efficiency savings on all projects and programmes, work with the local community and more detailed design work.

2. Reason

2.1 This decision supports Aim 4 (Building Strong and Safe Communities) of the Corporate Strategy by enhancing the highway infrastructure in a manner which encourages drivers to drive in a manner more appropriate to the circumstances of the communities.

2.2 As part of ongoing dialogue with communities, the North Hampshire Transport Strategy (Village Initiatives) programme for the 2005/06 financial year includes schemes for Kingsclere and North Warnborough. These schemes are in various stages of preparation depending on the extent to which the issues have been identified and solutions developed. For Kingsclere, the components of the scheme have been identified and the scheme is to be progressed to detailed design, agreement of priorities and implementation. The scheme involves a traffic calming feature on the B3051 Winchester Road approach to the village together with measures to encourage reduced speeds in the village and the implementation of informal pedestrian facilities. For North Warnborough, development work is required to complement the implementation of an externally funded Toucan crossing in the village and to provide speed reducing measures.

2.3 Both schemes can be implemented in the 2005/06 financial year.

3. Other Options Considered and Rejected

3.1 The proposals have been and are being developed with the local communities in a manner which tailors the schemes to the individual circumstances of the local highway network. During this process, many alternative approaches to the schemes, and options of detail, have been developed, assessed and superseded.
