1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for the replacement and upgrade of the STOPWATCH Real-Time Passenger Information System in Winchester, at an estimated cost of £350,000, be approved.

2. Reason

2.1 This decision supports the following Aims of the Corporate Strategy:

      (i) Aim 2 (Stewardship of the Environment) by improving travel choice;

      (ii) Aim 4 (Building Strong and Safe Communities) by providing an informed and safe environment for travellers; and

      (iii) Aim 5 (Improving Services) by providing enhanced facilities and improved bus stop information, essential in the promotion of alternative travel modes to the private car.

3. Other Options Considered and Rejected

3.1 The option of upgrading the ACIS system and integrating it with the new county-wide system was assessed. However, even if the integration of the system was successful, upgrading the system would be costly and the County Council would be left dealing with two contracts, two suppliers, two systems and two maintenance regimes. The conclusion is that Winchester STOPWATCH needs to be incorporated into the county-wide system provided by SLE.
