Summary of Bid

The Test Valley Partnership has agreed to undertake a Participatory Needs Assessment (PNA) of the most deprived ward in the Test Valley area, to ascertain the views of the local community in Alemein Ward as a starting point in informing future work to improve the quality of life for residents there.  The Partnership is keen to avoid the situation where the agencies assume the agenda; it wants to hear first from local residents as to what they perceive to be the needs of the area and the main things that would improve their quality of life. 

The PNA will cover themes such as health, education and employment, fear of crime, access to services and the living environment. 

The person leading the PNA is Liz Lee from the Borough Council and she will be assisted by a group of volunteers from a wide range of organisations such as Neighbourhood Wardens, the Council, Testway Housing, and the voluntary sector.  These volunteers will be making contact with as many individuals and groups in Alemein ward as they can during March and April. The outcome will be written up by Liz Lee during May and it is hoped that we will be reporting to the community , possibly with an open day, in early July.

In addition to carrying out the PNA, organisations that work in the Alemein ward will be contacted with a view to identifying, with the support of statistical information, whether Alemein ward consumes a greater amount of their resources than other wards.  Additionally organisations will be asked about current projects in the ward, projects that are contemplated for the future and the perceptions of staff as to the main needs of those who live there.

How does this bid support the targets within the Community Strategy?

The Test Valley Partnership held an away day for all of its members in May 2004 when one of the outcomes was that the partnership should give greater priority to dealing with some areas of Test Valley that have the greatest need. Accordingly the Partnership established an Andover Group to conduct a PNA in the early part of 2005, in preparation for some more comprehensive effort starting in the Autumn of 2005 and probably continuing for a number of years

Training of volunteers ( I day planning, £600

The work will occupy approx 1 month of an officer's time(TV BC) which is given as payment in kind to support the PNA.  Similarly all other staff costs are covered by the Local Authority and partner organisations and this represents a significant contribution. This includes interviewing residents, chairing meetings and provision of premises for meetings. Overheads in terms of cost of materials, thus far, have been met by Testway Housing and it is hoped to recover these costs
