1 Summary

1.1 Approval is sought for one grant to the Hampshire Bobby Trust of £5,000.

2 Reason

2.1 To make contributions towards the costs of services provided by a voluntary and community organisation which are compatible with the objectives, priorities and policies of the Social Services Department.

2.2 This decision supports Aim 1 (Maximising Life Opportunities) and Aim 5 (Improving Services) of the Corporate Strategy by financially contributing to services of voluntary organisations, and Aim 4 (Building Strong and Safe Communities) of the Corporate Strategy by its partnership approach.

2.3 The application in this report has been managed in accordance with the aims of the Hampshire Compact.

1 Summary

1.1 Approval is sought for one grant to the Hampshire Bobby Trust.

1.2 This decision supports Aim 1 (Maximising Life Opportunities) and Aim 5 (Improving Services) of the Corporate Strategy by financially contributing to services of voluntary and community organisations, and Aim 4 (Building Strong and Safe Communities) of the Corporate Strategy by its partnership approach.

2 Background

2.1 Grants to voluntary and community organisations for 2005-06 above £5,000 amounting to £564,158 have previously been approved against a budget of £850,000.

2.2 Grants to voluntary and community organisations for 2005-06 of £5,000 and below amounting to £175,924 have been approved by officers under delegated authority.

2.3 In dealing with the application from the Hampshire Bobby Trust regard has been given to the Hampshire Compact and its Codes of Good Practice.

3 Impact Assessment

3.1 In compiling this report, regard has also been taken of the requirements of the Corporate Equalities Plan and Race Scheme. The One Compact for Hampshire has social inclusion as one of its principles and states that all partners are committed to the importance of promoting equality of opportunity for all people, regardless of race, age, disability, gender, sexual orientation and belief. Additionally, equal opportunity and race relation policies are sought from all organisations.

4 Hampshire Bobby Trust - £5,000

4.1 The Hampshire Bobby Trust provides home security to old and vulnerable persons, whose homes have been broken into. Older people who have become victims of burglary will receive advice on simple security measures. A crime prevention survey is conducted, and, where appropriate, locks, door chains and spy holes are installed. The organisation works with the corporate older persons group whose aims are to help older people to stay independent and to remain in their own homes. Approximately 1,200 older people will benefit from the service, which significantly reduces reoccurence of buglaries.

4.2 The organisation received £10,000 in total from Hampshire County Council in the financial year 2004-05 and asked for £10,000 to carry on its work in 2005-06. The organisation had high reserves due to financial assets of £350,000 at its launch in July 1999. These reserves have since been reduced due to increased spending. According to information received from the Hampshire Bobby Trust, the reserves will be depleted by the end of the organisation's next financial year, i.e. August 2006.

4.3 The Hampshire Bobby Trust has already contacted other local authorities to enquire about possible funding. According to the organisation, the received feedback has been positive. However, no funding applications have been made as yet.

4.4 To support the ongoing work associated with the Safe and Secure initiative with Trading Standards and to show the County Council's ongoing commitment to the Hampshire Bobby Trust, it is recommended that a grant be approved. With respect to the organisation's reserves, cash flow projections and their fundraising efforts, a grant of £5,000 is recommended.

5 Recommendation

5.1 That a grant of £5,000 be made to the Hampshire Bobby Trust in 2005-06, subject to the organisation making formal applications to other local authorities.
