COMMUNITY STRATEGY FUNDING BIDS: INNOVATION FORUM PROJECT
AND CRIME AND DISORDER DATA INFORMATION EXCHANGE (CADDIE)
1. On 14 April 2005 the Executive Member for Policy and Resources approved two funding allocations totalling £75,000 to the Hampshire Strategic Partnership.
2. he first allocation of £50,000 is to support the Innovation Forum Project, which is a project being undertaken as the County Council's contribution to the work of the Innovation Forum of local authorities awarded "excellent" status under the Comprehensive Performance Assessment (CPA). The project involves working with health colleagues to promote the well being of older people, reducing their need for emergency care - especially hospital care. Nurses and Social Workers allocated to primary care practices work proactively with older people at high risk. The key aims are to develop methodologies for identifying people at risk, assessing their circumstances, formulating care and contingency plans, mobilising a wide range of community resources to help them, and monitoring improvements in well-being and savings to emergency services. Early results have indicated that the project saves more than it costs and can lead to improvement in older people's well-being.
3. This decision supports Aim 1 of the Corporate Strategy (Maximising life opportunities) by contributing to the Cabinet Priority for Older People. It also contributes to key targets in the National Service Framework and the second round of Local Public Service Agreements.
4. The second allocation of £25,000 is to help towards the capital costs of buying and installing a Hampshire Crime and Disorder Data Information Exchange (CADDIE). This is a system that will interpret information held on crime and disorder and allow the facility to overlay multi-agency data into a map format, as well as produce data in charts or graphs. CADDIE will be a force-wide system for the benefit of the Crime and Disorder Reduction Partnerships in Hampshire.
5. This decision supports a main cross-cutting theme of the Community Strategy (Strong and Safe Communities) particularly in helping to change perceptions of crime levels in Hampshire by sharing actual crime and disorder incident rates with the public and between agencies. The project also supports priority areas within the Community Strategy.
