Appointment of Committees

1. Introduction

1.1 In accordance with the provisions of the Local Government and Housing Act 1989 places on committees, sub-committees and panels must be allocated according to the relative size of the political groups on the Council as a whole.

1.2 Following the County Council elections on 5 May overall proportionality between the political groups is as follows:-

      Conservative 46 : 78

      Liberal Democrat 28 : 78

      Labour 4 : 78

1.3 To comply with proportionality rules, suggested sizes for each of the committees, sub-committees and panels previously appointed are shown in the appendix to this report. Nominations will be circulated. Given the need to meet statutory requirements in relation to non-elected members of the Education Policy Review Committee who have voting rights, some distortion of true proportionality is inevitable. Recommendations are also made as to the appointment of Church of England and Roman Catholic Church co-opted members. The three co-opted voting parent governors are directly elected by parent governors.

1.4 All committee etc. memberships will be notified to members of the Council as soon as possible after the meeting.

    RECOMMENDATIONS:

    (i) That consideration be given to the appointment of committees, sub-committees and panels as set out in the appendix to this report with memberships in the proportions shown;

    (ii) That appointments be made to the Standards Committee;

    (iii) That Mr A Blackshaw and Mrs U Topp be re-appointed co-opted members of the Education Committee representing the Church of England and the Roman Catholic Church respectively;
