AT A MEETING of the EMPLOYMENT IN HAMPSHIRE COUNTY COUNCIL COMMITTEE held at The Castle, Winchester on Monday 23 May 2005.

1. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

The Minutes of the meeting held on 16 March 2005 were confirmed as a correct record.
3. CHAIRMAN'S COMMUNICATIONS
There were no communications.
4. DEPUTATIONS
There were no deputations.
5. EXCLUSION OF THE PRESS AND PUBLIC
RESOLVED:
That, by virtue of paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting for consideration of the following items.
6. NEW PAY FRAMEWORK
The Committee considered the confidential report of the Director of Human Resources (Item 6 in the Minute Book) on a proposal for a new pay framework.
A full discussion ensued during which the officers answered a wide range of detailed Member questions. In agreeing with the broad thrust of the report, the Committee emphasised that any back pay costs sought by the Trade Unions arising out of implementation of the outcome of the job evaluation exercise, would need to be taken into account in overall implementation costs; there would be no agreement from the employers on any one element until agreement had been reached on an overall package. In conclusion it was
RESOLVED:
(i) That the Committee approves the principles of the pay and benefits scheme overall as set out in the report, including all the components specifically referred to.
(ii) That approval be given to the commencement of detailed consultation/negotiations with the Trade Unions on the strict understanding that there would be no agreement from the employers on any one element until agreement was reached on an overall package.
(iii) That a further meeting of the Committee be convened as a soon as a key stage is reached in discussions with the Trade Unions.
