Summary |

Grayshott Church of England School is located in a residential area of Grayshott, at School Road. The original Victorian school building was constructed in 1871 and a new school building, of traditional build, was constructed in 1978. An infill to the new school was added in 1994. There are currently 206 pupils (4-11 years) on roll. It is proposed to extend the school to meet current curriculum needs and to provide permanent accommodation, thus facilitating the removal of a temporary building which is currently used as teaching accommodation. |

The total estimated cost of the scheme to provide a single-storey extension and internal alterations is £525,000, excluding fees. An allocation of £365,000, excluding fees, has been made in the 2005/06 Education Capital Programme - Modernisation Fund. The school is contributing the sum of £160,000, excluding fees. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £1,587 per year (£5.40 for each m² of new accommodation). The increased energy consumption will be 185kwh/m² per year. The additional CO² consumption will be 13 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
Grayshott CE (C) Primary School is located within the village of Grayshott at School Road. The site is irregularly shaped with the original Victorian school building located to the north and the more modern (1970s) building located to the southwest. The school playing field is located to the east of this building. The pre-school group building is located in the southeast corner of the site. The school site is bounded on all sides by housing.
Area including comparison with local/national standards
The total site area is 3.29 acres (5.44 hectares). The DfES guideline for a school of this size is 2.73 acres (1.1 hectares).
Access
Pedestrian and vehicular access to the school is from School Road to the northwest and from Whitmore Vale Road to the east. Contractor's access to the site compound will be from Whitmore Vale Road, located to the rear of the site. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
There is currently one temporary building on site, which is in poor condition and will be removed at the start of the scheme. It will be necessary to decant the administration staff into a temporary office which will be located to the west of the existing school on an existing hard surface.
Results of trial boreholes
A previous ground investigation showed topsoil overlying a descending sequence of stiff clays overlying medium dense to dense gravels which in turn overlay soft clays and loose sands. It is therefore proposed to use strip foundations for the proposed development.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed extension will form a new entrance into the existing school. The existing administration facilities will be remodelled and refurbished to provide a new classroom area.
The following new accommodation will be provided:

· staff room
· head teacher's room
· administration office
· finance officer's room
· caretaker's room
· store
· accessible wc
· community room (with designated entrance lobby, kitchen area & cloak room)
· multi-purpose teaching room
Places provided
The current net capacity of the school is 208 and this project will not affect the overall teaching areas of the school and thus have no effect on the net capacity.
4 The Proposed Building
Type of construction, finish and appearance
The proposed extension will be of load-bearing brickwork/blockwork construction, with a concrete tile roof covering, to complement the character of the existing school building. Roofs will be of traditional timber construction. The windows and doors will be powder-coated double glazed aluminium.
Accessible facilities
One accessible toilet will be provided as part of this scheme, which has been designed with level access throughout.
The car park currently has one accessible parking space.
Heating and ventilation systems
A combination of underfloor heating and traditional radiators will be used in the proposed extension.
Ventilation will be by natural means (opening windows).
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
There will be no changes to the car parking provision as a result of this scheme.
Landscape proposals
The existing path to the front of the main school building will be reconfigured, creating a level access into the new extension.
Situation on site and environmental impact
The proposed scheme is located on an established school site. The extension has been designed to complement existing buildings on site, to rationalise the area adjacent to the main school and to have the minimum environmental impact.
6 Planning
Planning permission for this scheme was granted during April 2005.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
Funding will be provided from the Education Department's capital programme, likely to be supplemented by school funding.
