Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £738 per year (£4.92 for each m² of new accommodation). The increased energy consumption will be 170kwh/m² per year. The additional CO² consumption will be 6.6 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The Henry Cort Community School is located at Hillson Drive, Fareham. The site is bounded to the north and west by farmland, to the south by housing and to the east by a recreation ground, and beyond that housing.
Area including comparison with local/national standards
The total site area is 33.8 acres (13.7 hectares). The DfES guideline for a school of this size is 22.24 acres (9.0 hectares). The Land and Property review has identified the need to consider alternative uses for the potentially surplus land. Due to the restrictive Local Plan policies governing this site, no valuable uses have been identified.
Access
The main pedestrian and vehicular access to the school is from Hillson Drive via Henry Cort Drive. The contractor's access will be via Henry Cort Drive and this will necessitate clear instructions to the contractor in the health and safety plan. Discussions regarding contractor's access have taken place with Estates Practice and Grounds Maintenance to establish a preferred route. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
The school campus consists of a mix of traditional and system-built (SCOLA) accommodation dating from the 1970s. These buildings are considered to be in fair/good condition for their age and type. There are no temporary buildings on the site and none are required for this scheme.
Results of trial boreholes
A previous ground investigation encountered medium shrinkable clay conditions. The depth of the foundations for the proposed extension will be determined in accordance with guidelines to account for the proximity of trees. Foundations will be mass concrete trench fill with a concrete suspended floor slab.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed extension and internal restructuring/refurbishment works will provide the following accommodation:
· extended library area
· extended staff room - to include meeting/staff work areas
· two new offices
The extended staff room and library areas are located to the west of the existing rooms. The two new offices are formed within the existing staff room.
Places provided
The net capacity of the school is 1,200 and this project will not affect the overall teaching areas of the school and therefore will not affect the net capacity.
4 The Proposed Building
Type of construction, finish and appearance
The walls will be of rendered masonry construction with powder coated aluminium double-glazed windows and doors. The roof will have a high-performance covering.
Accessible facilities
The proposals within this scheme have been designed to provide level access throughout.
Heating and ventilation systems
The existing heating system will be extended to serve the staff room and library areas. A passive ventilation system has been incorporated within the design to provide year round ventilation according to internal conditions.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
There will be no changes to the current car parking provision.
Landscape proposals
It is proposed to provide some landscaped mounding between the new library/staff room area and the playing fields to the west of the site to screen the staffroom and provide some privacy. The bund will be grassed and planted with trees and shrubs. Some hard paving will be provided around the perimeter of the extended building.
Situation on site and environmental impact
The proposed extension has been designed in form and materials to contrast with the existing rectangular buildings to provide a pleasant, day-lit environment with good views out.
6 Planning
A detailed planning application was submitted during February 2005.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
The school will fund all the furniture and equipment requirements as part of the overall scheme.
