Review of Governance of the Red House Museum

1. Summary
1.1 The following decisions are sought:
i) That the existing arrangements for the management of the Red House Museum should continue and that Hampshire County Council remain as the sole Trustee of the Red House Museum Charitable Trust.
ii) That the Executive Member authorise the Director of Recreation and Heritage to open discussions with the other parties as to the successor arrangements for the joint management of the Museum and that a further report be provided in due course.
iii) That the following amendments are recommended for adoption as common practice by the existing Joint Management Committee and to be written into a future revision of the formal Constitution;
a. that the Chairmanship of the Joint Management Committee be rotated annually between the three partners (Hampshire County Council, Dorset County Council and Christchurch Borough Council)
b. that a power to co-opt non-voting representatives for a specific period of time from other local interested organisations is written into the Constitution
2. Reason
2.1 The Red House Museum is situated outside the administrative boundary of the County of Hampshire and therefore as part of the review of the Hampshire Museums Service a separate review into Hampshire's continued involvement in the management of the Red House was undertaken.
2.2 The review recommended that for a number of reasons laid out in the accompanying report Hampshire County Council should continue as Trustee and in partnership with Christchurch Borough Council and Dorset County Council, the Hampshire Museums and Archives Service continue to provide the professional skills and expertise to ensure the continued stewardship of the Museum and a valuable Museum Collection.
3. Other Options Considered and Rejected.
That Hampshire County Council withdraw support from the Red House Museum and that the Museum become an independent Trust or that one of the other partners become the Trustee.
