Co-option of new representatives of the unitary and district councils

1 Introduction

1.1 At its meeting on 23 November 2004, the Panel endorsed the Chairman's action in inviting the Hampshire and Isle of Wight Local Government Association (HIOWLA) to nominate two voting representatives to serve on the Panel, one to represent each of the city unitary authorities, and one to represent the district councils. The County Council on 16 May 2005 agreed an increase in seats on the Panel accordingly.

1.2 Both nominations have now been received, as set out in this report.

1 The nominations

1.1 The HIOWLA asked Portsmouth and Southampton City Councils to agree a nomination for their joint representative. They have agreed to share the appointment on the basis of a two-year rotating appointment, and their nominee for the period from May 2005 to the end of April 2007 is Councillor Tom Blair, who is a Labour and Co-operative member of Portsmouth City Council. Southampton City Council's nominee will be reported nearer the time in 2007.

1.2 The HIOWLA's Appointments Panel have nominated Councillor Ian Carr, Conservative Leader of Test Valley Borough Council, to represent the districts for an indefinite period.

1.3 It is recommended that Councillors Blair and Carr be co-opted on to the Panel with full voting rights.

Recommendations

1 That Councillor Tom Blair of Portsmouth City Council be co-opted on to the Panel for a fixed two-year period from May 2005 to April 2007, with full voting rights.

2 That Councillor Ian Carr of Test Valley Borough Council be co-opted on to the Panel, with full voting rights.
