Summary |
1.1 |
The Toynbee School is located in a residential area in Chandler's Ford. There are currently 1,100 pupils (11-16 years) on roll. The original school buildings are SCOLA system built, dating from the 1960s, with a number of extensions taking place over the years. |
1.2 |
The school has recently attained Specialist Sports College Status and there is now an increased requirement for indoor multi-use space. It is therefore proposed to provide a multi-purpose space for physical education purposes, such as dance, exercise, aerobics, gymnastics and martial arts. The accommodation will also be available to community groups when not in school use. |

The estimated cost of the proposed works is £483,000, excluding fees. An allocation of £174,000, excluding fees has been made from the Policy and Resources Capital Repairs budget 2005/06. The School is contributing £266,000, excluding fees and Eastleigh Borough Council is making a contribution of £43,000, excluding fees. |

Scope of the Works | |
2.1 |
The proposed extension will be located to the west of the existing sports hall, and will comprise a multi-purpose space with entrance/link corridor, accessible toilet/shower and associated storage spaces. | |

The main multi-purpose space will have 4.75m (minimum) clear height throughout, with high-level glazing to two sides together with a sprung timber floor. | |

The building will be constructed in brick to complement the existing school buildings. Landscaping works will include hard paving and some screening/repositioning of the existing sheds which are currently located on the approach to the proposed new facility. Two additional accessible parking spaces will also be provided. . | |

Heating and ventilation plant will be combined in one unit on the lower roof, which will be screened from view. An access stair will be incorporated which will also provide safe access for roof maintenance and window cleaning. | |

Funding and Timing | |

An allocation of £174,000, excluding fees, has been made from the Policy and Resources Capital Repairs budget 2005/06. The School is contributing £266,000, excluding fees and Eastleigh Borough Council is making a contribution of £43,000, excluding fees. | |

Subject to the necessary approvals it is anticipated that tenders will be invited during June 2005, work will commence on site during August 2005 and be completed during April 2006. | |

Landlord funded work connected with this scheme
An allocation of £174,000, excluding fees, has been made in the Policy and Resources Capital Repairs budget 2005/06, towards the cost of this scheme.
Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £1,040 per year (£5.20 for each m² of new accommodation). The increased energy consumption will be 190kwh/m² per year. The additional CO² consumption will be 11.3 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The Toynbee School is located on the eastern edge of Chandler's Road and is surrounded by residential housing to the north, east and west. The railway line runs along the southern boundary, with Oakmount Road to the east and Bodycoats Road to the north.
Area including comparison with local/national standards
The total site area (including detached playing field) is 19.37 acres (7.84 hectares). The DfES guideline for a school of this size is 20.63 acres (8.35 hectares).
Access
The main vehicular and pedestrian entrance to the school is from Bodycoats Road to the north and vehicles are restricted to the perimeter of the site.
Contractor's access for the duration of the contract will be via the main school entrance, with a compound located to the west of the site on an existing grassed area.
Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will not be allowed outside the contractor's compound during the morning arrival and afternoon departure periods to ensure the safety of all those involved.
Existing buildings and temporary buildings
The school buildings are located to the north of the site, with playing fields to the south, and consist of a mix of system (SCOLA) and traditional build dating from the 1970s. There are currently no temporary buildings on site and none are required for this scheme.
Results of trial boreholes
Results of the current site investigation are awaited. A previous investigation and trial pit records indicate that the soil conditions on the site consist of River Terrace Gravels overlying clayey sands of the Wittering Formation.
It is therefore proposed to provide strip and pad foundations bearing on the gravels and sands.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed scheme will provide a multi-purpose hall, linked to the west of the existing sports hall.
The following accommodation is provided:
· multi-purpose space
· entrance/link corridor
· accessible toilet/shower
· storage space
Places provided
This project is likely to increase the net capacity of the school by 22 places.
4 The Proposed Building
Type of construction, finish and appearance
The proposed extension will be constructed in fair-faced brickwork similar in colour to the existing, with aluminium and timber composite framed double-glazed windows and screens. The roof will have a high performance covering and the form will complement adjacent buildings on the site.
High-level glazing will be provided to two ends of the building. Some opening windows are proposed for natural ventilation when appropriate.
A glazed entrance/link corridor will run between the new building and the existing changing area, giving access to the new space from the changing area, as well as maintaining access to outside. Dual access will be available to the new large store from both the existing sports hall and new multi-purpose space. The small store will house specialist equipment for external use.
Accessible facilities
An accessible toilet/shower is provided within the new accommodation. Externally, two accessible car parking spaces are to be provided and the new access path will have an improved surface.
Heating and ventilation systems
The multi-use space will be mechanically ventilated by a new, dedicated air-handling unit located on the roof of the new link corridor.
A gas-fired burner within the air handling unit will heat the supply air and this will provide the heating requirements for the space. The unit will also comprise an air-to-air cross plate heat exchanger which will recover heat from the extract air to preheat the incoming fresh air.
Heating to the new link corridor and wc area will be provided by radiators and over- door heaters. The wc will be mechanically ventilated by an extract fan.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
Two accessible car parking spaces will be provided as part of this scheme. There are no other changes to the existing car parking provision.
Landscape proposals
A new path will be formed from the school entrance to the glazed link. Two paved areas will be provided outside the emergency exits. It is also proposed to provide some screening to the existing storage sheds located adjacent to the proposed new building.
Situation on site and environmental impact
The proposed extension will have limited environmental impact as its location is well screened from adjacent housing by a mature hedge. All plant associated with the sports hall will be located on the roof between the new extension and the existing store and will be screened from view.
6 Planning
A detailed planning application was submitted during April 2005.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

To be funded by the school.
