Summary

   

1.1

The following decisions are sought:

   
 

That:

   
 

(i) the withdrawal of the Winchester and Eastleigh NHS Healthcare Trust from negotiations for the County Council's purchase of the freehold interest in approximately 14.2 hectares of Trust land at The Mount Hospital, Bishopstoke be noted and

   
 

(ii) approval be given to further negotiations with the Winchester and Eastleigh NHS Healthcare Trust and Eastleigh Borough Council aimed at agreeing a revised Development Brief for The Mount Hospital site, including the County Council owned land, to reflect changing national and local planning policies which have emerged since the adoption of the current Development Brief in 1999.

Reason(s)

   

2.1

To facilitate the effective use of the County Council's land and property assets at The Mount Hospital site.

   

2.2

This decision supports the following Aims of the Corporate Strategy:

   
 

Aim 2 - Stewardship of the environment by negotiating provisions in a revised Development Brief ensuring a high quality of design and landscaping and protecting the river valley area.

   
 

Aim 3 - Achieving economic prosperity by releasing the redevelopment value of The Mount Hospital site.

   
 

Aim 4 - Building strong and safe communities by the use of a demanding Development Brief to influence the design and quality of the proposed residential development.

   
 

Aim 5 - Improving services through the recycling of capital receipts from the proceeds of sale of surplus land and buildings.
