To the proposed modification of restrictive covenants to enable the residential development of land adjoining Copper Beeches Older Persons' Home and Day Centre, Woodlands Way, Andover, on the basis set out in the report and the Director of Property, Business and Regulatory Services (Head of Estates Practice) be authorised to settle detailed terms and conditions. |

That a decision on whether Social Services be permitted to retain 100% of the net capital receipt from the proposed modification of restrictive covenants affecting land adjoining Copper Beeches, Andover as a reinvestment scheme to provide improved facilities for older people on the adjoining site and elsewhere as set out in the report be deferred pending Cabinet approval of the Executive Member for Adult Social Care`s report on the future use of capital receipts. |

Reasons |

2.1 |
To achieve a capital receipt for reinvestment in improved facilities for the care of older people in the vicinity, whilst enabling controlled brownfield development to proceed within an existing urban area. |

This decision supports the following Aims of the Corporate Strategy |

| |
Aim 2 - Stewardship of the environment by controlling and enhancing the detailed scheme of development on adjoining land, to achieve a good standard of design and in order to protect the amenities of the Home and Day Centre. |

Aim 5 - Improving services by providing funding to improve facilities for older people at Copper Beeches Older Persons' Home and Day Centre and at Cherry Orchard Older Persons Home, Andover. |
