Project Integra: Behavioural Change Strategy

1. Summary

1.1 The following decision is sought:

    That to assist delivery of Project Integra's £1.6 million Behavioural Change Strategy, a framework contract be awarded to Business Eco Network, Community Recycling Services and Environmental Resources Management for expenditure of up to £500,000 for doorstepping and training work over a three year period.

2. Reason

2.1 To enable the doorstepping phase of the Project Integra Behavioural Change Strategy to proceed in accordance with the timescale agreed at the Project Integra Management Board meeting on 7 April 2005.

2.2 This decision supports Aim 2 of the Corporate Strategy (Stewardship of the Environment) by promoting behavioural change amongst residents in Hampshire to double the current rate of kerbside recycling and help meet Best Value Performance Indicators for recycling in Hampshire.

3. Other Options Considered and Rejected

3.1 The Behavioural Change Strategy programme has been developed from specific market research carried out in autumn 2004 which identified the key barriers, motivators and triggers to increasing recycling and the most effective means of communicating these issues to the public.

5. Dispensation granted by the Standards Committee - Not applicable.

6. Reason for the Matter being dealt with if Urgent

6.1 Authorisation for the project was previously gained through the Project Integra Management Board on 7 April 2005 but authorisation to enter into contracts is needed from the Executive Member for Environment: South Hampshire and Resource Management as Hampshire County Council is the procuring authority. Urgent action is needed to maintain the delivery timetable agreed with the Waste and Resource Action Programme (WRAP) which has provided funding support.
