Summary

This report contains highlights of the performance indicators data for the final quarter of 2004/05, and the year out-turn. In response to comments made in our draft Comprehensive Performance Assessment discussion document, SMT have reduced the amount of indicators to those considered more strategic.

Recommendations

That the Committee notes the performance of HFRS, and the reduction of performance indicators, and endorses the strategies to meet the targets set.

Introduction

During recent years the Authority has measured its performance in accordance with national guidelines set by the ODPM. Various local and activity indicators have been developed by the Authority during this period.

Contribution to Corporate Aims and Objectives

Actions resulting from monitoring BVPI's and LPI's will assist the Authority in achieving Corporate Aim (5) "to become one of the top 20% of high performing Fire and Rescue Services in the Country".

Equality Impact Assessment

Carrying out equality impact assessments will strengthen our performance indicator practices by ensuring that the consequences of our proposed policies and actions comply with current legislation and expectations for improving equality and diversity in the workplace and in our delivery of services to the public.

By way of a pertinent example, we have recognised and fully accept that we need to make significant improvement in our progress towards achieving higher levels of attainment in the Equality Standard for Local Government as approved by the Commission for Racial Equality. We regard failure to make reasonable progress as a serious threat to the Authority's reputation and have included this on the Authority's strategic risk register.

The proposals within this report are considered compatible with the provisions of the European Convention on Human Rights, the Human Resources Act 1998, and the Race Relations (Amendment) Act 2000.

Risk Analysis

Failure to take into account performance management information arising from these indicators and failure to take appropriate action towards achieving performance targets/ expectations leaves the Authority vulnerable to criticism from our stakeholders. Further, the information may, in some cases, indicate increasing (or reducing) strategic risks for the Authority. These progress reports are therefore considered to be an important process within the Authority's strategic risk management strategy because they ensure that Members are fully aware of any problems (including any resource implications) associated with achieving the targets set (by both central government and the Authority itself) and the priority given to driving down or eliminating any implied or specific risks.
