1. Summary
1.1 The following decisions are sought:
(i) That approval be given to the establishment of Permitted and Special Parking Areas in the Fareham Borough Council area under Section 43 and Schedule 3 of the Road Traffic Act 1991 and an appropriate Agreement with Fareham Borough Council for the management of on-street enforcement.
(ii) That approval be given to the £130,000 expenditure for capital set up costs in the 2005/06 financial year for a decriminalised parking regime within Fareham Borough.
2. Reason
2.2 This decision supports Aims 2 and 4 (Stewardship of the Environment and Building Strong and Safe Communities) of the Corporate Strategy by providing targeted, consistent and regular enforcement of parking regulations and encouraging respect for such regulation in the local environment.
2.3 The decision is sought to enable Decriminalised Parking Enforcement (DPE) to be introduced in Fareham and, under a separate agency arrangement, to authorise the Borough Council to manage both the on-street and off-street parking enforcement.
