1. Summary
1.1 The following decisions are sought:
(i) That the attached Project Appraisal for implementation of the Safer Routes to School scheme for Alderman Quilley Secondary School, Eastleigh, at an estimated cost of £120,000, be approved.
(ii) That agreement be given to add this scheme to the 2005/06 Safer Routes to School Programme.
2. Reason
2.1 This decision supports Aims 2 and 4 (Stewardship of the Environment and Building Strong and Safe Communities) of the Corporate Strategy by improving safety for pedestrians especially cyclists who travel to the school site.
2.2 The proposed scheme relates to the concerns raised by the school, parents and pupils over the safety of children cycling and walking to and from Alderman Quilley school, with particular emphasis on the journey through the school site. These concerns were identified in the School Travel Plan prepared by the school.
2.3 This scheme is referred to in the 2005/06 Capital Programme Progress and Revision report (Appendix 1A of agenda item 1). The overall programme will be managed so as to achieve the allocated £1,500,000 spend in this financial year with some schemes being delayed and implemented early in 2006/07. However, there will be those schemes that will be naturally deferred due to consultation or engineering difficulties.

3.1 Not to proceed with this scheme.
