STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

Alderman Quilley is a medium sized secondary school with 670 pupils aged between 11 and 16. Currently 85% of pupils walk to school, with 5% cycling, 7% coming by car and 3% by other modes, eg bus, taxi. The school currently has only one access which is shared by pedestrians, cyclists and vehicles.

The developed set of proposals are intended to make the journey to school safer and easier for pupils of Alderman Quilley school. By providing a segregated entrance, the scheme addresses the school's concerns about the risk of mixing cars, cyclists and pedestrians in the same area at the school entrance at the busy morning and afternoon start and finish times. This was raised in the School Travel Plan (STP) which was approved by the County Council School Travel Planning Team in September 2003. The overall objective is to reduce conflict by segregating pedestrians and cycles from vehicles as they approach and enter the site, thus encouraging as many children as reasonably possible to be active and independent by walking and cycling to school on a regular basis. The on-site car park is being relocated as part of these proposals, funded by other Departments and the school.

Targets and Outcomes

This school already has a very high percentage of children coming to school by alternative modes than the car so it is difficult to predict a further increase. However, this scheme will allow more children to cycle safely and greatly improve perceived safety for those who currently walk or cycle.

National/County Network and Policies

3.1

This scheme forms part of the developing County Council programme of Safer Routes to School infrastructure initiatives linked to STPs.

   
 

Details of Scheme and Design Standards

3.2

The scheme comprises a new pedestrian/cycle access into the school together with a new footpath across the site with associated lighting. Cycle shelters may also be installed as a later phase. In addition, an informal crossing point will be constructed across Chestnut Avenue and all on-street parking in this area will be removed. This was a condition of the Planning Application required to complement the relocation of the car park and all necessary

consultation has been undertaken. It was approved by the County Council in November 2004. A location plan is attached and a detailed plan will be displayed at the meeting.

   
 

Environmental Impact

3.3

The scheme will contribute to a safer and improved environment for school children, with all of the current vehicular conflict removed.

   
 

Land Requirements

3.4

No land acquisition required. All works to be confined within existing public highway limits and County Council land.

   
 

Statutory Procedures

3.5

A Traffic Regulation Order is required to remove the on-street parking. This is currently being progressed by Eastleigh Borough Council.

   
 

Public Consultation

3.6

The on-street works have been widely publicised through the planning application process. The remainder of the works are confined to the school grounds which formed part of the STP consultation.

   
 

Local Member's View

3.7

The local Member, Councillor Broadhurst, fully supports these proposals.

   
 

Impact Assessments

3.8

This scheme will ease the crossing of Chestnut Avenue for disabled persons and those with pushchairs as it provides dropped kerbs and tactile paving.

   
 

Maintenance Implications

3.9

The revenue implications of this proposal will be taken into account when the annual base budget is set.

Sustainability

3.11

The scheme will improve the environment for pedestrians and cyclists and may help to reduce dependence on the motor car.

Not to proceed with this scheme.

Recommendations

1. That this Project Appraisal for implementation of the Safer Routes to School scheme for Alderman Quilley Secondary School, Eastleigh, at an estimated cost of £120,000, be approved.

2. That agreement be given to add this scheme to the 2005/06 Safer Routes to School Programme.
